About this award
The Veterans Employment and Training Service (VETS) awarded the State of Minnesota Department of Employment and Economic Development $1.84M under the Jobs for Veterans State Grants (JVSG) program (CFDA 17.801) effective October 1, 2025, through December 31, 2027. This formula grant funds three core staffing positions within American Job Centers to deliver employment services to veterans with significant barriers to employment. The grant supports Disabled Veterans' Outreach Program (DVOP) specialists who provide individualized career services with emphasis on economically or educationally disadvantaged veterans; Local Veterans' Employment Representatives (LVERs) who conduct employer outreach and advocacy to increase veteran hiring opportunities; and consolidated DVOP/LVER staff serving in a dual capacity. The target population includes service-connected special disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans, and veterans with other significant employment barriers.
As the designated state administrative entity, the State of Minnesota does not subaward these funds and directly manages program operations in compliance with 38 U.S.C. Chapter 41 and VETS policy requirements. Recipients are required to maintain cost accounting, timekeeping, and performance records according to grant agreements and applicable federal regulations, with up to three fiscal years to expend each annual allocation.
Description
The jvsg program supports the disabled veterans' outreach program (DVOP) specialist position, local veterans' employment representative (LVER) staff, and consolidated position staff in american job centers (AJCS) across the country. DVOP specialists provide individualized career services to veterans with significant barriers to employment, with the maximum emphasis directed toward serving veterans who are economically or educationally disadvantaged. Lvers conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans and encourage the hiring of disabled veterans. Consolidated position staff serve in a dual role as DVOP and LVER. Jvsg-funded staff prepare america's veterans and transitioning service members for meaningful careers, provide them with employment resources and expertise, and promote their employment opportunities. Veterans and eligible persons with emphasis on service-connected special disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans and veterans with other significant barriers to employment.
