About this award

The Florida Department of Commerce received a Jobs for Veterans State Grants (JVSG, CFDA 17.801) formula grant of $14.9 million from the U.S. Department of Labor Veterans Employment and Training Service, effective October 1, 2025 through December 31, 2027. This award supports employment services for veterans and transitioning service members through three core staffing positions deployed across American Job Centers statewide: Disabled Veterans' Outreach Program (DVOP) specialists who provide individualized career services to veterans with significant employment barriers, particularly economically or educationally disadvantaged veterans; Local Veterans' Employment Representatives (LVERs) who conduct employer outreach and advocacy to increase hiring of veterans and disabled veterans; and consolidated DVOP/LVER staff serving in dual capacity roles. The program emphasizes service to service-connected disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans, and veterans with other significant barriers to employment.

The Florida Department of Commerce distributes these funds through sub-awards to 23 regional workforce development boards and career centers operating across the state, including Careersource entities in Tampa Bay, Palm Beach County, Central Florida, North Florida, and multiple other regions. Sub-awardees deliver direct employment services, case management, job placement assistance, skills training, and employer engagement activities designed to prepare veterans for meaningful careers and expand employment opportunities. The program operates on a three-year expenditure timeline, with funding applications submitted annually by the first Friday in August and typically awarded following federal appropriations passage.

Description

The jvsg program supports the disabled veterans' outreach program (DVOP) specialist position, local veterans' employment representative (LVER) staff, and consolidated position staff in american job centers (AJCS) across the country. DVOP specialists provide individualized career services to veterans with significant barriers to employment, with the maximum emphasis directed toward serving veterans who are economically or educationally disadvantaged. Lvers conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans and encourage the hiring of disabled veterans. Consolidated position staff serve in a dual role as DVOP and LVER. Jvsg-funded staff prepare america's veterans and transitioning service members for meaningful careers, provide them with employment resources and expertise, and promote their employment opportunities. Veterans and eligible persons with emphasis on service-connected special disabled veterans, other disabled veterans, economically or educationally disadvantaged veterans, homeless veterans and veterans with other significant barriers to employment. Recipients (state workforce agencies) do not subaward funds.
