About this award
The Red Lake Band of Chippewa Indians received a $155,395 Formula Grant award from the Department of Justice Office of Justice Programs Bureau of Justice Assistance under the Justice System Infrastructure Program for Indian Tribes (CFDA 16.596). The funding will support the Tribe in expanding community policing efforts to address opioid abuse through crime control planning with community members. It will also increase law enforcement capacity by replacing dysfunctional vehicles and software. Additional funding will recreate a youth diversion program teaching traditional crafts and providing restitution, and correct safety issues in the Tribal detention facility by installing a new electronic security system. The award period is from October 1, 2021 through September 30, 2026.
Description
With this funding, the red lake department of public safety will expand its implementation of community policing by engaging tribal community members in the creation of a crime control plan to address an epidemic of opioid abuse, overdose, death, and drug related crime; and will increase its capacity to conduct crime control and investigation through the replacement of dysfunctional vehicles and software. PA# 3 the red lake band of chippewa indians is a federally recognized tribe located in beltrami county, minnesota. With this funding, red lake will recreate craft, creating restitution and following tradition, which will provide diversion services for youth up to age 17. Craft youth will learn to create traditional ojibwe craft items and will create at least one crafted item to give as a gift to the person who was injured by their offense. Traditional ojibwe lessons and stories will provide them greater understanding of their own culture and community. Youth will learn about the individual who was negatively impacted by their offense so they will know their actions affected a real person. Youth will present their gift and an apology at an honoring ceremony. PA# 4 the red lake band of chippewa indians is a federally recognized tribe located in beltrami county, minnesota. With this funding, red lake will correct a potentially dangerous situation in its detention facility. That facilities' malfunctioning electronic security system is so obsolete, IT cannot be repaired because parts needed are no longer available. A new electronic safety system will allow doors to open, close and lock; the intercom will allow staff to communicate; and surveillance cameras will be reliably working. PA# 9 the red lake band of chippewa indians is a federally recognized tribe located in beltrami county, minnesota. With this funding, will enhance and continue the services of the "good path of life" for red lake youth by reclaiming, restoring, and creating a sense of belonging and purpose for red lake youth at risk of academic failure, self-harm, delinquency, and becoming involved in the juvenile justice system. This proposal seeks to embed and employ additional resources, staff, evidence based programs, tribal best practices and additional services that target: 1) an emerging school to prison pipeline in red lake's public school system; 2) high rates of suicide ideation, planning and attempts, 3) high juvenile recidivism rates, 4) need for cultural connectedness for red lake youth to elders. This program is presently focused on services for girls; red lake will enhance "the good path of life" by including boys in future activities. If you are requesting funding in multiple purpose areas, is the receipt of funding in a particular purpose area required for the implementation of any other purpose area being requested? No, each of red lake's proposed purpose areas is independent of the other purpose areas.
