Description
This agreement is to fund the state of new hampshire's water quality management planning program to improve impaired water and protect unimpaired waters across the state by conducting planning that informs and supports implementation of clean water act programs. This agreement is supported by funding provided in large part under the infrastructure investment and jobs act (IIJA) (PL 117-58). Activities:the activities to be performed include the following water quality management planning activities: * watershed assessments and development of watershed based plans nhdes staff support to supervise subawardees and for other watershed management plan development work that may be necessary to support water quality management planning efforts including, but not limited to, supplies, equipment, travel, and laboratory sample analysis costs. Examples of such activities may include, but are not limited to: grant administration, administration of the regional public planning organization contracts, activities related to development and interpretation of water quality standards, development and review of models and methods to predict if projects comply with surface water quality standards, quality assurance project plans (qapps), program audits, surface water monitoring, analysis of surface water samples, assessment of surface water quality, and development of surface water restoration plans (including total maximum daily load studies or tmdls). Water quality monitoring will be conducted in accordance with nhdes monitoring qapps. * water quality monitoring, broad and targeted israel river water temperature monitoring - since 2007, nhdes has deployed approximately 14 water temperature dataloggers in the israel river watershed to track long term changes in water temperature. The loggers are deployed in locations designed to capture various baseline fish community conditions (warm water, transitional water, and cold water). Areas abutting the israel river are as high as the 80-90TH percentile low income and 95-100TH percentile unemployment the israel river watershed is in the north country of new hampshire and tracking temperature changes will show impacts of climate change in the area. The trend, synoptic and confirmation monitoring programs are designed to collect long term data to detect changes in the environmental conditions of new hampshire's rivers and streams. This is an important mission to collect historical data that will be used to assess climate change and monitor for indications of degradation of riverine systems in new hampshire over time. Though these projects/programs are not specifically targeted at EJ communities, many of the activities take place in underfunded and rural areas throughout the state. * subawards to develop watershed-based plans subawardees, further described in a.23.d below, will develop watershed-based plans to guide future implementation of actions (best management practices, or bmps) to improve water quality by reducing sediment, nutrient, bacteria, and other pollutant loads to the receiving waters.subrecipient:subrecipients include: * northwoods lake watershed association * stafford regional planning commission * southwest region planning commission * wentworth watershed association subrecipient activities include: -GT; northwoods lake subrecipient: northwoods lake watershed association the northwood lake watershed association (nlwa) will partner with the towns of northwood, deerfield, and epsom, and an environmental consultant to develop a watershed management plan (WMP) for northwood lake. Northwood lake is a 651-acre waterbody with a 23-square-mile watershed in the towns of northwood, deerfield, epsom, pittsfield, and strafford. Northwood lake has suffered from invasive aquatic plants, specifically variable milfoil (myriophyllum heterophyllum) and european naiad (najas minor). Nlwa has significantly reduced varia
