About this award

The Department of the Air Force awarded a $1.163 million Cooperative Agreement to National Guard Ohio (the Adjutant General's Department) on October 1, 2025, under the National Guard Military Operations and Maintenance (O&M) Projects program (CFDA 12.401) to support Air National Guard sustainment, restoration, and modernization activities in Ohio.

The award is designated for excepted activities during a lapse of appropriations, in accordance with the Chief, National Guard Bureau memorandum dated October 1, 2025. Appropriated funds are not currently available to liquidate this obligation; payment will occur when funds become available to the grants officer. The period of performance runs through September 30, 2026, with work performed in Ohio.

National Guard Military Operations and Maintenance (O&M) Projects is a non-discretionary, Congressionally directed program providing mandatory cooperative agreement assistance to the 50 states, District of Columbia, territories, and Guam to support operations and maintenance of their Army National Guard and Air National Guard facilities and authorized service support activities. Only state governors or their National Guard representatives may apply; recipients submit annual budgets to program managers, who either accept or negotiate them before the grants officer executes the cooperative agreement.

The source identifies a parent entity, County of Ohio Belmont, though the relationship between that entity and National Guard Ohio's operations under this award is not clarified in the documentation.

Description

The national guard bureau has the authority to enter into this cooperative agreement award and to obligate the government in advance of appropriations for excepted activities. However, appropriated funds are not currently available to make payments under this cooperative agreement award to liquidate this obligation. When appropriated funds become available, the government will make payment in accordance with the terms of this cooperative agreement award.
