About this program
The Department of the Army National Guard Bureau enters into cooperative agreements with the 50 states, District of Columbia, Commonwealth of Puerto Rico, the Virgin Islands, and Guam to fund operations and maintenance of Army National Guard and Air National Guard facilities, and this program (CFDA 12.401) is non-discretionary and congressionally directed with no outside applications accepted. The most recent grant award was made on October 1, 2025.
This program funds facility operations, maintenance, and sustainment; security and anti-terrorism activities; training support systems; environmental program management; personnel support services including dining operations and record services; command and control communications infrastructure; and youth challenge programs for National Guard units. Awards support both administrative and operational activities across state and territory National Guard installations.
Grant activity remains robust. The program has issued over 14,000 awards since 1998, with an annual award rate of approximately 700 in recent years (699 in 2023, 705 in 2024, 724 in 2025). The portfolio spans $43.32 billion in combined federal dollars obligated, with an additional $5.09 billion in non-federal cost-share contributions, totaling $48.41 billion across all recipients.
Cooperation agreements constitute virtually the entire assistance-type mix at 14,233 of 14,238 awards. The Department of the Army National Guard dominates funding with 5,212 awards and $15 billion in federal dollars obligated, representing approximately 37 percent of all federal funding. The Department of the Army (non-National Guard) follows with 2,642 awards and $4.06 billion; the Department of the Air Force Air National Guard contributed 1,118 awards and $2.46 billion. Fifty-eight additional federal agencies fund smaller shares, though the Department of the Army California Army National Guard and Department of Air Force each maintain significant regional funding roles.
Award magnitudes vary widely. Recent examples include Mississippi Army National Guard Youth Challenge Programs funded at $9.1 million, Virginia Army National Guard Facilities Program at $48.8 million, North Dakota Army National Guard Facilities Program at $28.6 million, and Wyoming Air National Guard Aircraft Parking Apron at $850 thousand. Many awards fall in the low six-figure range, supporting specific programs or activities.
Since this program is congressionally directed and non-discretionary, no competitive grant opportunities exist. State and territorial National Guard governors are the sole eligible applicants. Funding flows through mandatory annual cooperative agreements that recipients request through budget submissions to program managers, with amounts negotiated and awards executed thereafter.
