LANDS AND WATER ELIGIBLE FOR RECLAMATION OR DRAINAGE ABATEMENT EXPENDITURES UNDER SECTION 404 OF PUBLIC LAW 95-87 (THE ACT), AS AMENDED, ARE THOSE WHICH WERE MINED FOR COAL OR WHICH WERE AFFECTED BY SUCH MINING, WASTE BANKS, COAL PROCESSING, OR OTHER COAL MINING PROCESSES, EXCEPT AS PROVIDED FOR UNDER SECTION 411 OF THE ACT PRIOR TO AUGUST 3, 1977, AND FOR WHICH THERE IS NO CONTINUING RECLAMATION RESPONSIBILITY UNDER STATE OR OTHER FEDERAL LAWS.ACTIVITIES TO BE PERFORMED: DREAM MOUNTAIN PASSIVE TREATMENT SYSTEM IMPROVEMENTS - PHASE II WILL INCREASE TREATMENT EFFICACY AT THE DREAM MOUNTAIN SITE AND WILL REMOVE A SIGNIFICANT SOURCE OF ACID MINE DRAINAGE (AMD) FROM MUDDY CREEK. ON AVERAGE (PRIOR TO PHASE I CONSTRUCTION), ACID MINE DRAINAGE LOADS ENTERING MUDDY CREEK FROM THE SITE ARE APPROXIMATELY 805.17 POUNDS PER DAY OF ACIDITY, 59.85 POUNDS PER DAY OF DISSOLVED ALUMINUM, 29.01 POUNDS PER DAY OF DISSOLVED IRON, AND 4.57 POUNDS PER DAY DISSOLVED MANGANESE. FRIENDS OF THE CHEAT AND OUR PARTNERS EXECUTED THE PHASE I OF THE DREAM MOUNTAIN PASSIVE TREATMENT SYSTEM IMPROVEMENTS TO CONVERT THE STEEL SLAG BED TO AN AUTO-FLUSHING VERTICAL FLOW POND AND CONVERT THE MIXING BASIN INTO A SETTLING POND IN 2021. HOWEVER, THERE WERE NOT ENOUGH FUNDS TO CONVERT WETLAND CELL 1 INTO A SECOND ALKALINITY SOURCE (LIMESTONE LEACH BED OR JENNINGS POND) OR REHABILITATE WETLAND CELL 2 AS ORIGINALLY PLANNED.EXPECTED DELIVERABLES OR OUTCOMES: THE OVERALL GOAL FOR MUDDY CREEK IS TO REMOVE THE STREAM FROM THE STATE'S LIST OF IMPAIRED STREAMS.INTENDED BENEFICIARIES: THE GOAL OF THE PROPOSED PROJECT IS TO RECOVER FISHABLE WATER NOT ADDRESSED BY OTHER RESTORATION EFFORTS IN THE WATERSHED THEREBY RECONNECTING THE UPPER FISHERY WITH THE QUICKLY IMPROVING LOWER SECTION OF MUDDY CREEK AND THE CHEAT RIVER.SUBRECIPIENT ACTIVITIES (IF KNOWN OR SPECIFIED AT TIME OF AWARD): N/A
