THE MOSHANNON CREEK WATERSHED ASSOCIATION (MCWA) IS APPLYING FOR AN OFFICE OF SURFACE MINING WATERSHEDCOOPERATIVE AGREEMENT PROGRAM (WCAP) NOT-FOR-PROFIT ACID MINE DRAINAGE (AMD) RECLAMATION PROJECT GRANT TO CARRYOUT REHABILITATION WORK ON THE EXISTING BUT MALFUNCTIONING COLD STREAM MINE DRIFT PASSIVE MINE DRAINAGE TREATMENTSYSTEM.THE RECENTLY FORMED GROUP MCWA, AS PART OF ITS MISSION, ASSUMED MAINTENANCE RESPONSIBILITY IN 2020 FOR SIXESSENTIALLY ABANDONED COLD STREAM MINE DRAINAGE TREATMENT SYSTEMS LOCATED ON PA STATE GAME LANDS 033. IT HAS BEENDETERMINED THAT ONE OF THOSE, THE MINE DRIFT SYSTEM, CAN BE REHABILITATED IN PLACE THROUGH THE WHOLESALE REMOVALAND REPLACEMENT OF STONE, TREATMENT MEDIA, AND RECONSTRUCTION OF THE UNDERDRAIN PLUMBING GRID. MCWA WORKED WITHENVIRONMENTAL CONSULTING GROUP G FORCE ENGINEERING, INC. TO WORK UP A PROPOSAL FOR CARRYING OUT THESE TASKS. THEWORK DESCRIBED CAN BE ACCOMPLISHED IN RELATIVELY SHORT TIME, PERHAPS IN AS LITTLE AS A WEEK, WITH APRIL 3, 2023AS THE APPROXIMATE TARGET START DATE, TO BE COMPLETED BEFORE APRIL 29.THE OBJECTIVE OF THE PROJECT IS TO REPAIR THE MINE DRIFT SYSTEM SO THAT ACID MINE DRAINAGE IS PROPERLY TREATEDBEFORE BEING RELEASED INTO THE COLD STREAM WATERSHED. DRAINAGE PH WILL BE RAISED, ACIDITY WILL BE NEUTRALIZED,AND METALS ALUMINUM AND IRON WILL BE REMOVED FROM THE WATER AS IT WORKS THROUGH THE FACILITY. MINE DRIFT WILL BETHE SECOND OF THE COLD STREAM PASSIVE TREATMENT SYSTEMS TO BE FULLY REHABILITATED, WITH THE ULTIMATE GOAL BEINGFULL TREATMENT OF ALL OF THE MINE DRAINAGE BEING RELEASED FROM THE STATE GAME LANDS 033 SITES. THIS IN TURN WILLIMPROVE THE WATER FLOWING INTO COLD STREAM ITSELF, AN OTHERWISE HIGH QUALITY FISHERY.

OSMRE Watershed Cooperative Agreement Program (WCAP) Not-for-Profit Acid Mine Drainage (AMD) Reclamation Projects
The Department of the Interior Office of Surface Mining Reclamation and Enforcement seeks applications from 501(c)(3) nonprofit organizations for acid mine drainage reclamation projects to restore streams impacted by acid mine drainage. Eligible projects include remediation of acid mine drainage sources and installation of passive or active water treatment systems. Applicants must undertake local acid mine drainage reclamation projects located on lands mined for coal prior to 1977. Applications are due by May 1, 2024 with anticipated awards announced on June 1, 2024. Evaluation will consider whether projects address abandoned mining issues and meet the goals of the Surface Mining Control and Reclamation Act. Funding between $100,000 to $1 million per award is available for up to 13 total awards valued at $1,299,000. Projects must be located on lands mined for coal prior to 1977 and address abandoned mining acid mine drainage issues. Funding will support remediation, water treatment systems, and land reclamation work.

WCAP is designed to be partnered with other funding sources to assist groups such as small watershed organizations to complete local AMD) reclamation projects. The funding priorities and technical focus for this announcement are to restore streams affected by AMD to a level that will support a diverse biological community and provide recreational opportunities for the public.

Funding is available to assist local qualified not-for-profit organizations to begin actual construction projects to improve the water quality of streams impacted by acid mine drainage (AMD). Lands and water eligible for reclamation or drainage abatement expenditures under Section 404 of Public Law 95-87 (the Act), as amended, are those which were mined for coal or which were affected by such mining, waste banks, coal processing, or other coal mining processes, except as provided for under Section 411 of the Act prior to August 3, 1977, and for which there is no continuing reclamation responsibility under state or other federal laws. NOTICE: Currently, no funds have specifically been earmarked for projects in 2017 but OSM will accept applications. Should funds become available, OSM will award funds based on qualified applications.
