About this award

The Bureau of Reclamation awarded a $1,096,820 Cooperative Agreement to the San Luis Obispo County Flood Control and Water Conservation District under the Water Recycling and Desalination Construction Programs (CFDA 15.504). The purpose of the award is to develop a desalination plan for the county, including engaging stakeholders, identifying feasible short-term and long-term water supply projects, and preparing a feasibility study. The district will collaborate with participating agencies and the public to define objectives, evaluate alternatives such as conservation, stormwater capture, and surface/groundwater optimization, and recommend next steps for a preferred long-term water supply project. This effort is part of the district's broader initiative to enhance regional water resiliency and identify drought-proof, local water sources to meet the county's growing demands.

Description

Activities
The scope of work the district for the desal plan phase 2.a includes: development phase (consultant will be selected to work with the district)engage participating agencies, the public, and various stakeholders to develop a short-list of projects for considerationidentifying next steps for phase 2.b (selection of a preferred project for construction)prepare and submit to reclamation a report that documents phase 2.a work and is aligned with applicable reclamation feasibility study requirements.deliverables and expected outcomes: stakeholders will collaborate to define objectives that all alternatives need to meet. The district is actively investigating water supply alternatives in addition to desalination for implementation in the county which include conservation, stormwater capture, surface water and groundwater optimization and or expansion. This portion of the project will proceed concurrently with other regional water supply analysis to identify and advance a long-term project for the county that can provide a new, drought-proof, local water supply to help sustain the region. Relying on water sourced from precipitation is challenging due to the countys relative geographic isolation, energy and right-of-way requirements, and the fluctuating supply availability year to year. Desalinated water projects will provide an opportunity for expanding purveyors water supply portfolios.objective 1: stakeholder inputobjective 1 outcome: stakeholders will collaborate to define objectives that all alternatives need to meet.objective 2: project shortlistobjective 2 outcome: proceed concurrently with other regional water supply analysis to identify and advance short-term and long-term projects for the county.
