UNDER THIS AGREEMENT, THE RECIPIENT SHALL DEVELOP A DROUGHT CONTINGENCY PLAN FOR THE CITY OF BURBANK, LOCATED IN LOS ANGELES COUNTY OF SOUTHERN CALIFORNIA, BY SUBSTANTIALLY FOLLOWING THE REQUIRED PROCEDURAL STEPS IDENTIFIED IN RECLAMATION'S DROUGHT RESPONSE PROGRAM FRAMEWORK (FRAMEWORK) AVAILABLE AT HTTP://WWW.USBR.GOV/DROUGHT/ AND RESTATED IN PARAGRAPH I.5.1 OF THIS AGREEMENT. THE DROUGHT CONTINGENCY PLAN DEVELOPED UNDER THIS AGREEMENT WILL INCLUDE THE SIX REQUIRED ELEMENTS OF A DROUGHT CONTINGENCY PLAN IDENTIFIED IN THE FRAMEWORK AND IN PARAGRAPH I.5.2. WORK SHALL BE COMPLETED IN TWO PHASES WHICH ARE DESCRIBED IN SECTION I.5.1 AND SECTION 1.5.2 BELOW.
