About this award

The Department of Labor's Employment and Training Administration awarded a $2.415 million cooperative agreement to the State of Minnesota's Department of Employment and Economic Development for the period of June 30, 2022 through June 30, 2025. The funding supports the Analyst Resource Center (ARC) consortium to provide several key workforce information products and services under the Employment Service/Wagner-Peyser Funded Activities program (CFDA 17.207). Specifically, ARC manages projects including an employer database of over 13 million U.S. businesses, the National Crosswalk Service Center to facilitate occupational classification crosswalks, and the Local Employment and Wage Information system to provide sub-state occupational staffing patterns and projections. The intended beneficiaries are state workforce agencies and their partners in enhancing labor market and workforce information delivery.

Description

The ARC is a consortium of database adminstrators, economists, statisticians and state labor market information (LMI) directors from several states responsible for providing a variety of information products to the state LMI agencies, state workforce agencies (SWAS), workforce development partners, and other customers. These products are designed to enhance labor market and workforce information service delivery to customers in the employment, education, and economic development sectors. Activities performed specifically, the ARC manages the following projects. • employer database, a proprietary database that includes names, addresses, telephone numbers, and industry designations for over 13 million businesses throughout the country. This database is a key input to the national electronic tools and state LMI and workforce information web sites. • national crosswalk service center (NCSC) serves as the national clearinghouse and one-stop resource for occupational and other classification systems for use in the national electronic tools, state LMI and workforce information web sites, occupational researchers, job seekers, intermediary organizations and a wide variety of public, non-profit, and private sector businesses and organizations. • local employmentand wage information system (LEWIS), formaley EDS, is an automated system for producing employment and wage estimates (derived from the occupational employment statistics (OES) surveys) for geographical areas that the bureau of labor statistics (BLS) does not include (counties, cities, towns and workforce investment board (WIB) areas). LEWIS is the only tool that produces such geographically-detailed occupational staffing patterns (a list of the occupations employed within a particular four-digit NAICS code industry) and sub-state occupational employment projections. State employment projections and local projections cannot be produced without sub-state occupational staffing patterns. Deliverables the ARC is responsible for the following project team responsibilities to produce various grant deliverables. Widb project 1) identifies core workforce information database elements that must be populated by states to satisfy core product requirements under the formula funded workforce information grants to states. 2) coordinates and collaborates on projects related to the enhancement, application and dissemination of labor market information. 3) serves as the central point of contact for the installation, population and maintenance of the workforce information database and the common files (e.g., crosswalks, lookup tables, etc.). 4) provides information, training and technical support to state staff who populate and maintain the widb. NCSC project: 1) updates and populates the national occupational crosswalk tables. 2) provides a national one-stop resource for classification and crosswalk resources. 3) exploits internet technology and communication approaches to share files, ideas, feedback, etc. Among producers and users of occupational, training and economic information. LEWIS project: 1) operates and maintians the LEWIS software and platform. 2) provides information, training and technical support for the LEWIS system. 3) serves as the central point of contact and subject matter expert for all matters pertaining to the LEWIS system. Intended beneficiary ETA has funded the ARC to carry out the activities embodied in this grant for over 17 years. This longstanding partnership is jointly managed by the grantee and full-time ETA program staff of the office of workforce investment in the division of national programs, tools, and technical assistance.
