IN 2015, THE MALHEUR SOIL AND WATER CONSERVATION DISTRICT (SWCD) AND U.S. FISH AND WILDLIFE SERVICE (FWS) INITIATED THE 30-YEAR PROGRAMMATIC CANDIDATE CONSERVATION AGREEMENT WITH ASSURANCES (CCAA) FOR GREATER SAGE-GROUSE IN MALHEUR COUNTY TO MAINTAIN IMPROVE SAGE-GROUSE HABITAT WHILE PRESERVING THE ECONOMIC SUSTAINABILITY AND RANCHING CULTURE IN OREGON. THE PROGRAMMATIC SAGE-GROUSE CCAAS ARE DESIGNED TO DIRECTLY ADDRESS THESE PRIMARY THREATS TO SAGEBRUSH ENVIRONMENTS (WILDFIRE, JUNIPER ENCROACHMENT, AND INVASIVE ANNUAL GRASSES), AS WELL AS OTHER SAGE-GROUSE SPECIFIC THREATS (E.G.
