Description

The existing public waterline needs to be extended to the country estates mobile home park and other residents in the town of cairo that are affected and potentially affected by groundwater contamination from the american thermostat site. The waterline extension will be performed in two phases. Phase 1 covers the less complex extension from the current waterline terminus to county estates and phase 2 encompasses the extension originating from county estates running along scotch rock road, to and around route 23B to r mclaren road, and back to the junction with county estates. The village of catskill is the purveyor of potable water in the area. Greene county provided funds to the village to design phase 1. The phase 1 design was prepared by the village's contractor; the design was approved by EPA on january 29, 2025. This cooperative agreement funds the preparation of the phase 2 design by the village's contractor and the village's management and oversight of its contractor's efforts. Overseeing and managing its contractor will include reviewing documents prepared by its contractor and attending design-related meetings with officials from EPA, the state, and local governments. Prefinal (95%) and final (100%) design documents will be submitted to nysdec, nysdoh, and EPA for review. This cooperative agreement also funds phase 1 construction of the waterline extension to country estates. Phase 1 construction includes extension of 340 feet of new 10-inch pipe to the country estates well house, crossing the road with a 6-inch inner diameter pipe to provide fire flow, and then downsizing to a 2-inch copper pipe to connect to the existing distribution system at country estates. The upper floor of the existing well house would be repurposed by the owner, and the existing wet well would be converted into a valve vault to house the village's master meter and back flow preventer. The design for phase 1 construction has already been completed and approved by EPA; IT was paid for by greene county. The contractor will be responsible for completing and submitting a work plan for EPA approval. The work plan will describe the work that will be performed and include a construction schedule, plans for satisfying the substantive requirements of permits for on-site activity, and description of how the effort will be implemented using the principles specified in EPA region 2's policies. A remedial action report will be prepared for EPA review and approval once the work set forth in the statement of work is complete.activities:this agreement funds the performance of the design of a waterline extension from the country estates mobile home park to and around scotch rock road, to and around route 23B to r mclaren road, and back to country estates by the village of catskill's contractor.
