About this award

The Federal Railroad Administration awarded the National Railroad Passenger Corporation (Amtrak) a $427.739 million cooperative agreement on October 1, 2025, under the National Railroad Passenger Corporation Grants program (CFDA 20.315) to maintain safe national passenger rail operations and pursue activities supporting efficient intercity passenger rail service on the National Network—state-supported and long-distance routes outside the Northeast Corridor—while addressing and complying with all specified federal operating requirements and mandates on those regions.

The cooperative agreement funds operating expenses, fleet maintenance, capital expansion, and federal compliance work across the National Network, including both state-supported and long-distance lines. In many cases the work provides shared benefit across the Northeast Corridor and National Network. Performance occurs in Washington, DC, with a period of performance from October 1, 2025, through January 31, 2029. The program provides financial assistance to support operation of and capital investment in intercity passenger rail service in the United States, with funds appropriated by Congress and used in conjunction with operating revenues and funds from states, local governments, and other entities. Environmental clearance is required for the capital portion of the award.
