About this award

This $800,000 Cooperative Agreement was awarded by the U.S. Department of Justice's Office on Violence Against Women (OVW) under the OVW Technical Assistance Initiative (CFDA 16.526). The grant supports the Tribal Law and Policy Institute (TLPI), a Native American-owned non-profit organization, in providing training and technical assistance to tribal governments and justice system stakeholders planning, implementing, and exercising Special Tribal Criminal Jurisdiction over non-Indians who commit certain crimes within tribal jurisdictional boundaries. Over the 24-month project period, TLPI will: (1) provide direct technical assistance to existing OVW Special Tribal Criminal Jurisdiction grantees; (2) maintain and update a dedicated website; (3) facilitate peer-to-peer information exchange; (4) conduct outreach, training, and technical assistance to potential grantees; (5) develop and update relevant publications and resources; and (6) inform grantees on legislation, administrative actions, and litigation impacting tribal jurisdiction. This award supports OVW's broader effort to build the capacity of tribal justice systems and victim service providers to respond effectively to domestic violence, dating violence, sexual assault, and stalking in Indian Country.

Description

The office on violence against women (OVW) training and technical assistance (TA) initiative provides OVW grantees and subgrantees with the expertise and support they need to develop and implement successful state, local, tribal, and campus projects; increase victim safety; and bolster offender accountability. Through cooperative agreements, OVW supports educational initiatives, conferences, peer-to-peer consultations, and targeted assistance that allow current and potential grantees and subgrantees to learn from experts and one another about how to overcome obstacles and incorporate promising practices in their efforts to address violence against women. In addition, OVW is focused on building the capacity of the criminal and civil justice systems and victim service providers to respond effectively to domestic violence, dating violence, sexual assault, and stalking and to foster partnerships between organizations that have not traditionally worked together to address violence against women. With FY 2024 TA initiative funding, the tribal law and policy institute (TLPI) will provide training and technical assistance to special tribal criminal jurisdiction (STCJ) and tribal governments grantees and potential grantees interested in planning for, implementing, and exercising criminal jurisdiction over non-indians who commit certain crimes within tribal jurisdictional boundaries. This project will provide training and technical assistance to tribal leaders, judges, prosecutors, defense counsel, tribal general counsel/in-house counsel, victim advocates, law enforcement, court staff, child welfare staff, probation/parole/RE-entry, corrections, and other disciplines that may be necessary to plan for and exercise STCJ. Over the course of the project period, TLPI will: (a) provide direct technical assistance to STCJ grantees; (B) maintain and update the STCJ website; (C) facilitate peer-to-peer information exchange; (D) conduct outreach, training, and technical assistance to potential grantees, including tribes that do not currently have an OVW STCJ award; (E) develop and update STCJ publications and resources, as needed; and (F) inform OVW grantees on current legislation, administrative actions, and litigation impacting the ability of tribal nations and tribal organizations to plan, prepare, implement and/or continue exercising STCJ. This project supports FY 2024 TA initiative purpose area 36: training and technical assistance to support tribal jurisdiction grantees planning, implementing and/or exercising special tribal criminal jurisdiction in indian country. The timing for performance of this award is 24 months. This is a new award.
