About this award
This $300,000 Cooperative Agreement was awarded by the U.S. Department of Justice's Office on Violence Against Women (OVW) under the OVW Technical Assistance Initiative (CFDA 16.526). The funding will support the Tribal Law and Policy Institute (TLPI), a Native American-owned non-profit organization, to provide training and technical assistance to tribal governments, justice systems, and community organizations on implementing the Special Tribal Criminal Jurisdiction program over the 24-month period from October 2024 to September 2026. Key activities include planning and conducting semiannual inter-tribal working group meetings, providing scholarships for non-OVW grantees to attend these meetings, and performing evaluation activities. This award is a continuation of a previously awarded OVW Technical Assistance Initiative project and aims to build the capacity of tribal nations to effectively address domestic violence, dating violence, sexual assault, and stalking within their communities.
Description
The office on violence against women (OVW) training and technical assistance (TA) initiative provides OVW grantees and subgrantees with the expertise and support they need to develop and implement successful state, local, tribal, and campus projects; increase victim safety; and bolster offender accountability. Through cooperative agreements, OVW supports educational initiatives, conferences, peer-to-peer consultations, and targeted assistance that allow current and potential grantees and subgrantees to learn from experts and one another about how to overcome obstacles and incorporate promising practices in their efforts to address violence against women. In addition, OVW is focused on building the capacity of the criminal and civil justice systems and victim service providers to respond effectively to domestic violence, dating violence, sexual assault, and stalking and to foster partnerships between organizations that have not traditionally worked together to address violence against women. With FY 2024 TA initiative funding, the tribal law and policy institute (tlpi) will continue to provide training and technical assistance, through semiannual inter-tribal working group (itwg) meetings, to special tribal criminal jurisdiction (stcj), tribal governments, and potential grantees on the challenges and gaps that tribal nations encounter in their planning, implementation, and exercise of jurisdiction over non-indians. The target audience for this project is all tribes interested in implementing stcj and itwg participants including tribal council members, judges, victim advocates, defense attorneys, law enforcement, prosecutors, court staff, tribal general counsel/in-house counsel, probation/parole/RE-entry, corrections, and other disciplines that may be necessary to plan for and exercise stcj. Over the course of the project period, tlpi will: (a) plan, deliver, and conduct semiannual itwg meetings; (b) provide scholarships for non-OVW grantees to attend itwg meetings; and (c) conduct evaluation activities for itwg meetings. This project supports FY 2024 TA initiative purpose area 61: targeted comprehensive support for the special tribal criminal jurisdiction program. The timing for performance of this award is 24 months. This award is a continuation of 15JOVW-22-GK-03330-mumu. This award is for the last two years of a comprehensive TA project awarded competitively under the FY 2022 special tribal criminal jurisdiction training and technical assistance solicitation.
