About this award

The Department of Justice Community Oriented Policing Program awarded Texas State University a $10.2 million cooperative agreement on October 1, 2025, under the Preparing for Active Shooter Situations (CFDA 16.069) program to deliver integrated active shooter training nationwide through September 30, 2027.

The funding supports continued delivery of scenario-based, multi-disciplinary training courses that integrate law enforcement, fire, EMS, and dispatcher personnel alongside community leaders. The training emphasizes communication and coordination among responding agencies to improve effectiveness during active shooter incidents. Programming includes a pilot Active Attack Incident Management 3-day train-the-trainer course and continued testing of first responder performance in active shooter scenarios in conjunction with the Metabolic and Applied Physiology (MAP) Lab. The award also funds online resources for professional responders and civilian community members.

Work is performed in San Marcos, Texas. Texas State University passes sub-award funding to Texas A&M Engineering Extension Service (doing business as Teex), which delivers eight Active Shooter Exercise Development Workshops—each a one-day course serving up to 50 participants at designated communities throughout the United States—and provides active shooter exercise templates as leave-behind tools to build local preparedness and response capabilities. The Teex sub-award was issued on January 5, 2026.

Description

Through FY25 funding, training will incorporate law enforcement, fire, EMS, and dispatcher personnel, as well as community leaders, for a truly integrated training experience. The core of each of the proposed training courses focuses on communication and coordination to integrate multiple law enforcement, fire, and EMS agencies more effectively in an attempt to save as many lives as possible during active shooter attacks. Programming will include a pilot of a new active attack incident management 3-day train the trainer course, and continue to test different aspects of first responder performance during active shooter training in conjunction with the metabolic and applied physiology (map) lab to increase the effectiveness of pass active shooter training. In addition to the training, a range of online resources to both professional responders and civilian community members will be provided.
