Engineering Services to investigate DCP CCA
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order on a sole-source basis to Raytheon BBN Technologies, Corp, CAGE Code 3U6L5. The circumstances of this contract action deem only one source available. The pre-solicitation has been waived per FAR 5.202(a)(13). NUWCDIVNPT has a requirement to perform an investigation to determine if the Digital Co-Processor (DCP) 2.0 Circuit Card Assembly (CCA) is a viable solution to replace the currently utilized and now unavailable Digital Processor (DP) used in the MK 54 Mod 0 torpedo. This requirement includes testing and integration services to complete the evaluation of the DCP 2.0 CCA for backwards compatible functionality and system requirements compliance. Based on Raytheon BBN Technology’s technical subject matter expertise of the component under evaluation, understanding of the component’s implementation within the Mk 54 Guidance and Control (G&C), and familiarity with the work and testing performed to date. Raytheon BBN Technologies Corporation is the only contractor able to meet the Government’s need in the requirement time as detailed in the attached Sole Source Justification. Award of this requirement to another vendor will result in significant program schedule delays, The period of performance is approximately one year after award of contract. This requirement is an unrestricted, sole-source procurement as concurred with by the Small Business Administration (SBA) Procurement Center Representative (PCR). This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quote (RFQ) number is N66604-20-Q-8256. Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase fifty-six (56) hours of Naval Simulation System (NSS) software remote Help Desk support and twenty-four (24) hours of on-site services on a Firm Fixed Price, Sole Source basis from Metron, Incorporated. F.O.B. Destination Naval Station Newport, Newport, RI. 02841. The Period of Performance is one year from date of purchase order award. This requirement is being solicited on a sole source basis to Metron as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 511210. The Small Business Size Standard is $41.5 million dollars. Metron, Inc. is the only known source for support services related to NSS software licenses. NSS was developed by Metron as a Government Off-the-Shelf (GOTS) product. No other companies develop software for NSS. No other company has the expertise or capability to provide technical support for Metrons software. This notice is not a request for competitive quotes.
