Notice of Intent to Award a Sole Source
This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 511210. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Applied Computer Systems, Inc. 8655 Somerset Road Thornville, OH 43076 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for the purchase of SoftLINK Software additional licenses for Training & Education Command (TECOM) existing SoftLINK software. SoftLINK is an industry leading software based classroom management and control center. It provides remote access to the classes' monitors, keyboards, computer mouse, audio, internet, printer, applications and USB drives. SoftLINK is the preferred scalable, web-based classroom management, control center, and computer based capability. It is widely used in the United States Government as the most efficient and reliability on computer based training classroom management solution within TECOM. SoftLINK gives TECOM Instructors the best way to control and assist any trainee on the network. TECOM need for interoperability with their existing SoftLINK software is imperative. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around November 30, 2018, in accordance with fair opportunity under Far Part 13 procedures. The contract is for a period of a base year from 01 December 2018 tough 30 November 2019, and tee (3) twelve months Option Periods, to be exercised at the Government's discretion (FAR 52.217-9, Option to Extend the Term of the Contract). This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
