The Contractor shall provide all management, tools, equipment and labor, except for Government-furnished materials and services stated in Appendix A of Performance-based Work Statement (PWS), necessary to perform Aircraft Corrosion Prevention Cleaning on C-130 aircraft as defined in the PWS at Yokota Air Base, Japan. Cleaning shall remove all contaminants such as soil residue, soap, fingerprints, and scuff marks in accordance with applicable Air Force Technical Orders (T.O.) and manufacturer's manuals. The cleaning service includes Pre-Wash Preparation, Exterior and Interior Wash, and Removal of masking materials of the designated areas.Please refer the attached documentsIMPORTANT: Notice Site Orientation (All local vendors need to be present for this event):(1) A Site Orientation will be conducted at Bldg 901, Yokota Air Base at 0900 hours on 9 Sep 15, Japanese Standard Time (JST) for the purpose of reviewing the requirement under this solicitation. This Sources Sought Synopsis is in support of Market Research being conducted by the United States Air Force to identify potential aircraft cleaning and corrosion maintenance sources, and if this effort can be competitive. The proposed North American Industry Classification Systems (NAICS) Code is 488190 which has a corresponding Size Standard of $32.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past tee years. Any responses involvingteaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.This Sources Sought is to notify companies that the U. S. Air Force, YokotaAir Base and Misawa Air Base, Japan, is seeking sources for scheduled aircraft cleaning and corrosion prevention services for C-130s at Yokota AB and F-16s at Misawa AB. These two Air Bases are located approximately 450 miles apart in mainland Japan. One single contractor capable of performance at both bases including subcontract is preferable.The contractor shall be capable of furnishing all required labor to accomplish wash and corrosion prevention services with Government Furnished Equipment (GFE), and deliver serviceable C-130s and F-16s at the unit prices established at the time of a contract award.
