The contract, which runs through June 30, 2026, was competitively awarded as a Total Small Business set-aside following a Special Notice and Sources Sought opportunity posted in April 2025. The course development represents a specialized training initiative addressing advanced technical security skills, including detection of rogue Bluetooth and WiFi clients, identification of unauthorized access points, and operation of specialized equipment such as WiFi Pineapple devices and software-defined radios. Performance will be executed at the contractor's facility in Tampa, Florida.
Skinny Research and Development was selected based on demonstrated expertise in technical security training for federal agencies, including prior work with the Department of the Navy's Criminal Investigative Service, the Department of Veterans Affairs, and the Department of State. The company maintains a $250,000 Blanket Purchase Agreement with Navy SECNAV CGIS through December 2025, under which it has delivered multiple TSCM and technical training courses. Under this purchase order, the contractor is obligated to deliver a minimum of three courses during each performance period, with the first course completion required by June 1, 2025, and will provide all necessary equipment, materials, and facilities to support the training program.
