Staff Safety Training
The Court Services and Offender Supervision Agency (CSOSA) is seeking a contractor to provide a commercial off-the-shelf Staff Safety Training Program designed to enhance the safety of Community Supervision Officers. The training will be hands-on, live instructor-led, and classroom-style, covering critical safety competencies including situational awareness, de-escalation techniques, self-defense, use of force continuum, OC spray deployment, first aid, and critical incident response. CSOSA requires contractors to possess NAICS code 611699 (Self-defense instruction and other miscellaneous schools and instruction) and demonstrate capability to deliver the described services as outlined in the draft Statement of Work. This is a Sources Sought announcement only, meaning a formal Request for Quotation is not yet available, and the government has not committed to awarding any contracts at this time. This opportunity is designated as a Total Small Business set-aside, making it available to small businesses, Service-Disabled Veteran-Owned Businesses (SDVOSB), 8(a) firms, HUBZone businesses, and Women-Owned Small Businesses (WOSB). The government is contemplating a fixed-price award structured as either an open market purchase order or a General Services Administration Multiple Award Schedule task order. The Court Services and Offender Supervision Agency seeks Staff Safety Training services for its Community Supervision Officers, with quotations due May 26, 2026, and technical questions due May 14, 2026. This is a Total Small Business Set-Aside under NAICS 611699, structured as an open-market Firm Fixed Price RFQ under FAR Parts 12 and 13.
Place of performance is Washington, DC at CSOSA facilities. The base contract period covers twelve months requiring two Officer Safety Train-the-Trainer sessions and eleven Officer Safety Training for End Users sessions (approximately 260 officer participants and 24 train-the-trainer participants). An optional one-year extension adds two Train-the-Trainer Booster sessions and eleven additional End User sessions. All training is scenario-based, delivered during consecutive business-week blocks (Monday–Friday, six hours per day including one hour lunch) within an anticipated October through September annual delivery window.
The contractor must provide all labor, equipment, materials, protective gear, and qualified personnel, including a project manager and minimum of four trainers. Training must address eight core competency areas: situational awareness, de-escalation and communication, use-of-force decision-making for unarmed personnel, OC spray deployment, defensive tactics and escape procedures, first aid and buddy-aid response, critical incident response, and train-the-trainer instruction. Training design must use structured instructional design methodology (ADDIE or equivalent) with progressive scenario-based exercises, stress exposure elements, documented safety protocols, mandatory safety briefings, medical response plans, and consistency with CSOSA Use of Force policy.
Quoters must demonstrate minimum $300,000 in relevant corporate experience within the past five years providing Use of Force Continuum training, de-escalation techniques, self-defense tactics, and first aid instruction. Four proposed Key Personnel must each hold minimum four years' experience in community corrections, law enforcement, public safety, military, or defensive tactics, plus three years delivering related training curricula. All personnel must be U.S. citizens or hold work authorization, be fluent English speakers, and be at least 21 years old.
Quotations must include a cover letter, technical proposal limited to eight pages for Factor 1 (Relevant Corporate Experience) and resumes limited to three pages per person for Factor 2 (Key Personnel Qualifications), and a completed pricing schedule. Quotations are valid for ninety calendar days. The Government intends to award one contract to the most technically acceptable quoter offering best value, with non-price factors weighted more heavily than price.
