NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Low-temperature Plasma-based Microtiter Plate Cleaning System (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95021Q00061 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition teshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisitions – NCATS Section, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Ionfield Systems, Inc., One Executive Drive, Suite 8 Moorestown, NJ 08057. The anticipated award date is 3/5/2021. This acquisition is non-competitive. The system to be acquired is the only system NCATS has identified that is capable of cleaning microplates within the tolerances required for use in NCATS screening processes. (iii) The solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular 2021-03 dated Februry 16, 2021. (iv) The associated NAICS code is 334516 and the small business size standard is 1000 employees. No set-aside restriction is applicable. (v) Line 0001: IonField Systems Microplate Cleaning System, with standard accessories; including installation, setup, and shipping. (vi) Delivery shall be to: The National Center for Advancing Translational Sciences (NCATS) 9800 Medical Center Drive Rockville, MD 20850 Delivery shall be within 90 days after receipt of order, FOB destination. (xiii) This synopsis is not a request for competitive proposals. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. A determination by the Government whether to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered to determine whether to proceed on a non-competitive basis as indicated above, or to conduct a competitive procurement. If the Government opts to use a competitive procurement, offers will be evaluated using a comparative evaluation approach in accordance with FAR 13.106-2(b)(3). In that case, award will be made to the responsible offeror whose response meets the solicitation’s requirements and, as a whole, will be most advantageous to the Government, price and other factors considered. The comparative evaluation will include: Technical Capability of the item(s)/service(s) to meet the Government requirement, Price, Terms and Conditions, and Past Performance. Responses may exceed capability or performance characteristics of the solicitation’s requirements. The Government reserves the right, but is not required, to award to a response that exceeds capability or performance characteristics of the solicitation’s requirements if it provides a benefit to the Government. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. Purchase Description: The NCATS has a requirement for the following commercial item: Low Temperature Plasma-based Microtiter Plate Cleaning System Purpose and Objectives: This announcement is part of market research for a requirement for a microtiter plate cleaning system, including 96-, 384- and 1536-well plates of any material (polypropylene, polystyrene and cyclic olefin polymer (COP)) in black clear bottom used for high content imaging, white solid tissue culture treated, compound storage plates, etc. The device sought must use a low temperature plasma-based technology to clean especially more difficult well contents such as adherent cells, parasites, compounds and other samples and assay materials, while reducing or eliminating the use of solvents and thereby reducing or eliminating the waste stream. We have successfully optimized a cleaning protocol using the IonField Systems MCS system to clean plates containing red blood cells/hemoglobin, parasites and 3 compounds in DMSO, which is one of the most challenging. We have also developed a protocol to clean our standard 1536-well COP tissue culture treated white solid bottom plates used extensively for cell viability assays which is one of our most common assays run. In addition, any device must be capable of integration into a robotic screening platform. Anticipated period of performance: The expected acquisition will consist of purchase of one system during fiscal year 2021. REQUESTED RESPONSE: The intent of this sources sought notice is to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that NCATS intends to post soon.
