Sources Sought - 0. 5mm Calibration Kit
The National Institute of Standards and Technology (NIST) is conducting a sources sought to identify vendors capable of providing a 0.5mm calibration kit, with responses due by June 26, 2026. This market research will determine whether at least two qualified small businesses can meet the requirement; if so, the subsequent procurement will be set aside for small business.
NIST seeks responses from all responsible sources, including large and small businesses across all small business categories (SB, SDB, WOSB, HUBZone, SDVOSB, VOSB). NAICS 334515 applies with a small business size standard of 750 employees.
The procurement encompasses five components: a 0.5mm precision offset short calibration kit containing at least 12 offset short calibration artifacts (6 male, 6 female) manufactured to metrology grade specifications with performance across 5 GHz to 260 GHz and measured mechanical data; assembly services for offset short components after NIST completes dimensional metrology, to be finished within 10 weeks of receipt; a precision short open load kit containing lowband loads, offset opens, and flush shorts in male and female 0.5mm connector types plus torque wrenches; one set of spare components for dimensioning; and one set of assembled test port adapters in 0.5mm (1 male, 1 female) of metrology grade. Place of performance is Boulder, Colorado.
Respondents must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) registered on SAM.gov at time of award. On-site inspection and acceptance is required and expected to exceed 7 business days, with 60 days allocated for the acceptance period. This sources sought is not a request for quotation and does not commit the Government to award a contract.

The National Institute of Standards and Technology seeks firm fixed-price quotations for a 0.5mm calibration kit comprising five line items of precision microwave calibration artifacts, with quotations due July 29, 2026 and questions due July 17, 2026. Amendment 1, posted July 28, removed item 5 from the original specification.
Place of performance is Boulder, Colorado (NIST-Boulder, 325 Broadway). The procurement is unrestricted with a small business size standard of 750 employees under NAICS 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals (PSC 6625).
The remaining four line items include a disassembled Precision Offset Short Calibration Kit in 0.5mm connector type with 12 metrology-grade offset short calibration artifacts (6 male, 6 female) specified for 30 GHz to 260 GHz calibration range; assembly of offset short components following NIST dimensional metrology; a Precision Short Open Load Kit with metrology-grade components in male and female 0.5mm connector types; and spare components for dimensioning. Item 1 is delivered independently; Item 2 and assembled Item 1 must be delivered within 10 weeks of return from NIST metrology. Acceptance occurs on-site at NIST, expected to exceed 7 business days, with 60 days specified for final acceptance.
All quoters must maintain active SAM.gov registration at submission and through final payment, and vendors must possess an active Unique Entity Identification Number and an Export Control Classification Number at time of award. Quotations must be submitted electronically in three distinct volumes (Technical Quotation, Price Quotation, and Terms and Conditions) to Daniel.kent@nist.gov. Award will be made on best-value basis evaluating Technical Capability, Delivery, Experience, and Price. Technical quotation must demonstrate proposed equipment meets or exceeds all specifications with supporting evidence; no prototypes, demonstration models, used, or refurbished instruments will be considered. Experience evaluation requires submission of information on a minimum of three relevant prior projects. Shipping and delivery costs must be included in the total price quotation.
