The National Institute of Standards and Technology seeks a transformer service provider to perform visual inspection, oil sampling, and oil analyses for approximately 121 liquid-filled transformers at its Gaithersburg, Maryland facility, with proposals due September 11, 2026 at 1:00 PM EST. The procurement is a 100% small business set-aside under NAICS 811310.
Place of performance is the NIST Gaithersburg campus (100 Bureau Drive, Building 301), with work conducted during regular business hours 7:30 AM to 5:00 PM ET, Monday through Friday, excluding federal holidays. The contract covers a base year (October 1, 2026 through September 30, 2027) plus four optional one-year renewal periods. Services include transformer visual inspections of 121 units, quality oil analyses per ASTM standards (color, dielectric strength, interfacial tension, moisture content, power factor, acidity, specific gravity), dissolved gas analysis per ASTM D3612, and PCB analysis via EPA 8082 for approximately 33 retro-filled transformers annually. An optional base-year-only task addresses repair of transformer oil leaks at two transformers in Building 206. The contract includes a draw-down account line item for additional services such as nitrogen gas fillers, broken gauge replacement, and supplemental sampling, with pricing to be determined by the government.
Contractor personnel must obtain NIST security badges and comply with site badging procedures. The evaluation will use a lowest price technically acceptable approach. Quoters must demonstrate experience with at least three similar projects in the past four years and provide key personnel with minimum three years of experience and three completed transformer oil sampling projects. Service Contract Act prevailing wage rates apply per Wage Determination 2015-4269, Revision 34 (Maryland, effective August 22, 2026). Deliverables include a job hazard analysis and activity hazard assessment for approval prior to Notice to Proceed, and a final report within 30 days of work completion in both hard copy and electronic PDF format organized by building number. A mandatory site visit was held August 25, 2026. Four amendments have modified the solicitation: extending the inquiry deadline to August 27, the original quote deadline to September 4, then to September 8 at 1:00 PM EST, and finally to September 11 at 1:00 PM EST, while also providing government responses to questions and revisions to the Statement of Work and Bid Schedule.

Compliance with OSHA, NFPA, NEC standards, asbestos protocols, and hot work permits from the NIST Fire Protection Group is mandatory.
The contract covers 121 transformers across multiple buildings and locations, ranging from 300 to 7,500 KVA, with three service types per period: oil quality analysis (121 samples), PCB analyses (33 samples), and dissolved gas analysis (121 samples). The anticipated contract period includes a base year plus four option years with identical scope and quantities maintained throughout. The Sources Sought Notice requests company information, SOW improvements, evaluation factors, pricing or cost estimates, safety program details, DOT compliance information, demonstrated ability to complete tasks, small-business subcontracting compliance information, alternative NAICS code suggestions, existing GSA Schedule or federal contract history, and identification of unduly restrictive requirements.
