The National Oceanic and Atmospheric Administration awarded a purchase order to Horizon Environmental Services, Inc., a woman-owned small business, for $34,650 on September 21, 2026, for hazardous, non-hazardous, and universal waste characterization, packaging, and disposal services at the Sandy Hook, New Jersey and Milford, Connecticut laboratories. The order is set aside for Total Small Business (WOSB).
Performance occurs at the James J. Howard Marine Sciences Laboratory in Highlands, New Jersey and the NMFS Milford Laboratory in Connecticut. Work includes hazard categorization field testing, lab-packing, manifesting, transportation, and final TSDF disposal of hazardous waste, bio-hazardous waste, universal waste, and used oil in compliance with RCRA, EPA, and DOT regulations. The Highlands site requires completion within 45 days; Milford within 90 days. The purchase order derives from NOAA's July 2026 small business solicitation, amended twice to extend the quote deadline to July 23, 2026 and clarify waste inventories including unknown drums, contaminated water, mercuric chloride solution, bio sharps containers, antifreeze, and used oil.
