The U.S. Forest Service, International Institute of Tropical Forestry awarded a purchase order to Rich Cleaning & Maintenance Corp on October 1, 2026 for janitorial services with a ceiling value of $749,098.82. The award carries a Total Small Business set-aside and is issued to an Economically Disadvantaged Women-Owned Small Business vendor.
Performance occurs at the IITF Headquarters Complex in San Juan, Puerto Rico, covering five buildings: Headquarters, Library, Conference Center, Remote Sensing (GIS) facility, and multi-purpose building. Services include space cleaning, waste removal, floor care (sweeping, mopping, spray cleaning and buffing), restroom services with supply replenishment, dusting, interior glass and light fixture cleaning, grounds policing, and disinfecting of high-touch surfaces. The contractor furnishes all supplies and equipment, maintains a minimum two-week inventory, and uses EPA-registered disinfectants and biobased cleaning products to the maximum extent practical. Work is performed Monday through Friday, 7:30 AM to 3:00 PM Atlantic Time, excluding federal holidays. The base period runs August 16, 2026 through August 15, 2027, with four optional one-year renewal periods extending through August 31, 2031. All contractor personnel require Tier 1 background investigations complying with HSPD-12, including fingerprinting. A Project Manager must be onsite daily.
