Base Year plus 4 intended option Years - Service Contract for Q-Active Mass Spectrometer
U.S. Department of Agriculture, Agriculture Research Service, Intends to award a sole source procurement to the vendor - Thermo Fisher Scientific, who is the equipment manufacturer and sole service provider for all of the instrument parts, training, technical support, field service support, and software. The legal entity for the Q Exactive instruments is Thermo Electron North America LLC, which is a division of Thermo Fisher Scientific. The instrument listed below and any attached peripherals use a technologically advanced method to analyze chemicals and to identify unknown samples. Thermo Fisher Scientific has proprietary rights to the design and software utilized in this instrument. Thermo Fisher Scientific field service engineers are the only certified and factory trained engineers available with access to performance verified component parts, spare parts, software, technical support, and upgrades to maintain the original operating specifications to service the instrument. STATEMENT OF WORK: 1. Contractor will provide all labor, material and equipment for support, repair and maintenance for the following Government equipment: Thermo Electron Q Exactive Orbitrap Mass Spectrometer with Serial Number SN02471L. All upgrades and repair services shall be performed in accordance with the manufacturer's standard commercial instrument service practices. 2. PREVENTIVE MAINTENANCE: The details of basic extended warranty do not include annual scheduled preventative maintenance. Contractor shall provide not less than one scheduled preventive maintenance inspections during the base year contract period from July 1, 2019 tough June 30, 2020. Service shall be performed by technically qualified factory trained personnel. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. 3. PRIORITY SERVICE: Emergency repair service shall be provided on an unlimited basis during the basis during the term of this contract at no additional cost to the Government. Priority service shall be provided between 8 am and 5 pm Monday tough Friday excluding Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall, within a seventy-two hour reasonable time period, if necessary, to furnish a factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. 4. REPLACEMENT PARTS: The contractor shall furnish all required replacement at no additional cost to the Government, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. Some parts may need to be purchased on a separate purchase order. 5. SOFTWARE UPDATES/SERVICE In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. Software upgrade releases, Remote Software Support and On-site Software Support shall be in accordance with the manufacturers' standard commercial practices. 6. SERVICE EXCLUSIONS The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. Consumable items and parts such as but not limited to bottles, calibration materials, solvents, vials, caps, septa, all Columns, data media, ferrules, ETD filaments, filters, frits, gases, gaskets, injection port liners, integrator paper, ion exchange resin, lamps, photomultipliers, pump oil, reaction tubes, source ceramics, mobile phases, autosampler rotor valve seals, sample ports, syringes, and sample loops, DEP emitters, electron multipliers, glass jet separators, heated capillaries, ion gauges, ion volumes, water chillers, and turbo pump oil reservoirs. 7. PERIOD OF PERFORMANCE Base Year Award Shall be from July, 1 2019 tough June, 30 2020 with four intended option years intended for renewing pending funds being made available to USDA tough June, 30 2024. 8. PERSONNEL QUALIFICATIONS: Personnel shall be factory trained and have experience in the servicing the equipment listed. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on the equipment covered by this contract. 9. PLACE of PERFORMANCE: Service shall be performed at the following location: USDA Agricultural Research Service,Pasture Systems and Water Management Research Unit, Curtin Road, Building 3702, University Park, PA 16802 10.
