No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The U.S. Army Corps of Engineers -Kansas City District has been tasked to provide construction of Missouri River Bank Stabilization and to support the Missouri River Recovery Program.The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of interested parties. The procurement will result in the award of a firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) construction contract. The contract will have a base year and 4 option years to furnish all labor, material, tools, equipment and qualified supervision necessary to accomplish each task order assigned under this contract. Task Orders will vary in size and dollar amounts. This project will have a magnitude between $25,000,000.00 and $49,000,000.00. The first Task Order (which will run approximately 2 - 3 years) is estimated to be between $15,000,000 and $20,000,000.00, with a possible second Task Order, within the first year in the amount of approximately $10,000.000.00. The associated North American Industry Classification System (NAICS) code is 237990 "Other Heavy and Civil Engineering Construction". Sample Scope of WorkThe work to be performed includes, but is not limited to, repairing dikes and revetments on the Missouri River between River Mile 0 (near St Louis, MO) and River Mile 500 (near Rulo, NE). Repairs consists of placing new quarry-run stone on listed structures as well as excavating notches, and potentially salvaging rock from specified dikes and revetments. Rock placement and notching will be completed primarily by floating plant with capability to draft 6 feet or less in certain shallow water areas.This sources sought notice is solely for the Government's use as a market research tool. As such, the issuance of a competitive solicitation is NOT guaranteed. All responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead no later than 11 April 2012 by 14:00 (CST). The response to this notice shall be in summary format and shall not exceed twenty (20) pages. All attachments must be provided in either Microsoft Word (.doc) or Adobe Acrobat (.pdf) format. Added: Jun 05, 2012 2:05 pm The US Army Corps of Engineers, Kansas City District, has a requirement for Construction and or repair of bank stabilization and navigation protection structures (dikes and revetments) on the Missouri River between river mile 0 (near St. Louis, MO) and river mile 500 (near Rulo, NE). Repair work involves placing new quarry run stone onto the structures as well as excavating notches, and potentially salvaging rock from specified dikes and revetments. Rock placement and notching will be completed primarily tough use of floating plant (rock barges, towboats, loading barges and work barges with a track hoe and or drag line) with the capability to draft 6 feet of water in certain areas.A multiple award, indefinite delivery, indefinite quantity, task order type contract is sought with a total shared maximum between all contracts of $45 million. No more than four contracts will be awarded from this solicitation. The contract period will extend one year from date of award with tee additional option years that may be exercised by the Government. The solicitation is not set-aside and will be competed on an unrestricted basis under NAICS code 237990 other heavy and civil construction. The small business size standard is $33.5 million. The RFP will be available for download on or about 21 June 2012 with proposals due on or about 24 July 2012. A bid or proposal guarantee will be required in the amount of 20% of the price submitted for T/O 0001. The price evaluation that will be the basis of award for the IDIQ contract will be based on responses to T/O 0001. Task order 0001 will be awarded simultaneously with the IDIQ contract award. Other task orders may be included for pricing with the solicitation package. If other task orders are included for pricing, they will be awarded subsequently to the award of the IDIQ contracts.The basis for award will be the lowest price, technically acceptable offer.The evaluation factors, other than price are as follows: Similar Work Experience, and Technical Capabilities. Price and the technical factors considered together are approximately equal. Large businesses will be required to provide a suitable small and small disadvantaged business subcontracting plan prior to award.This solicitation will be issued in electronic format only.
