About this award

The Research Development and Engineering Command issued a $61.7 million delivery order to Peraton Technology Services Inc. on January 4, 2022, under the Responsive Strategic Sourcing for Services (RS3) indefinite delivery contract to provide engineering and programmatic support to the Electronic Warfare Air/Ground Survivability (EWAGS) Division through January 3, 2027.

RS3 is a governmentwide services IDIQ supporting research technology integration missions across federal agencies. Place of performance is Aberdeen Proving Ground, Maryland. The order is priced cost-plus-fixed-fee.

Peraton is delivering engineering and programmatic support to assist EWAGS in design, development, integration, testing, documentation, and transition of science and technology applications for situational awareness, detection, and electronic combat technologies against airborne and ground threats. Work supports transition of these efforts to other Department of Defense organizations for maturation and integration into Programs of Record and Quick Reaction Capabilities.

The delivery order carries a seven-member subcontracting team. Trace3 Government LLC and JY Systems LLC (a Service Disabled Veteran Owned Small Business) joined in late 2025 to deliver hardware infrastructure and RF and cyber engineering services. Systems & Technology Research LLC, Northrop Grumman Systems Corporation, and Insight Public Sector Inc. provide research, systems integration, electronic warfare engineering, and software/hardware procurement. Dell Federal Systems and BAE Systems Information And Electronic Systems Integration provide IT infrastructure and advanced sensing technology. Subcontractors performed 49% of contractor hours in fiscal year 2025.

Service Contract Inventory data reflects actual government-invoiced labor on this order: FY2023 invoiced $1.9 million across 9.1 FTEs; FY2024 invoiced $4.9 million across 13.3 FTEs; FY2025 invoiced $7 million across 8.8 FTEs. Government-paid blended hourly rates rose from $103.10 per hour in FY2023 to $379.42 per hour in FY2025, reflecting the rising scope and mix of senior engineering labor and subcontractor engagement.
