Items to be manufactured in accordance with Navy certification numbers listed below. Production lead-time is 120 days after date of award. One unrestricted award, based on Lowest price technically acceptable will be made for the total quantity listed above. Items to be manufactured in accordance with Navy certification numbers: Wellco Enterprises, Inc. Style#E1003, Certification 937; 938. Potential sources must be certified by the time of award to be considered. Items are to be manufactured in accordance with Navy Certified Style Numbers issued under Purchase Description NCTRF PD 02-04B dated November 15, 2006. With respect to products requiring certification qualification, awards will be made only for products, which are, at the time of award determination of contract qualified and certified by the Navy. Any manufacturer wishing to become certified should submit their request to DLA Troop Support. Any manufacturers must submit tee pairs of size 9D boots to DLA Troop Support. Manufacturers shall submit a copy of their in-plant quality assurance plan. Plan shall detail in-process inspection stations and highlight high-risk processes. A plan for each subcontractor's location shall be submitted. The certification sizes are 3 tough 16 (No Half Size for 16); Widths: N (B), R (D), W (EE), and XW (EEE) for men. Also, manufacturers must submit, to DLA Troop Support, any test results and a certificate of compliance. DLA Troop Support will receive the samples, and then contact the DLA Troop Support Representative, Brett West. The certification process may take approximately four weeks. DLA Troop Supportwill perform conformance inspection on all lots of boots. General Inspection Level II and AQL of 2.5 for major defects of ASQ Z1.4 will be used for conformance inspection. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ after July 30, 2011. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DOD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
