Description
Smaaart task order - support for the development of a threaded fasteners standard for spaceflight hardware. 1.0 introduction/background: the NASA engineering and safety center (nesc) chartered the threaded fastening system assessment team (tfsat) in may 2007 to identify the key system level requirements of a fastening system that needs to be standardized to ensure safe, reliable, and robust fastening systems for NASA spaceflight hardware development programs. There are many fastener standards available and used by the different NASA centers and industry entities, but there is not a core NASA standard for fasteners. The available standards vary widely in scope and content. None of them address fasteners and the joint at a system level including all of the crucial factors affecting fastener/joint integrity. The current industry and NASA practice of fastener torque procedures has been generally inadequate. Often old, unsupported, or inapplicable data is used to develop torque tables and there are no clear rules about how this is to be done. Generally, projects (or programs) are left to their own devices to develop torque tension relationships. NASA needs a standard that defines and controls the design, verification, and installation of threaded fastening systems to ensure safe, robust, and reliable fastening systems and have consistency across nasas spaceflight hardware programs. This task order builds up work performed under NASA contract NNL04AA11B, task order NNL08AB65T. Upon completion of the teams effort, NASA nesc will submit the standard to the NASA technical standards office for final acceptance and use by NASA. 2.0 scope / objective(s): the scope of this task order is to provide support as a team member in the development of a threaded fastener standard that focuses on the key design, verification, and installation requirements of threaded fastening systems for spaceflight hardware. The objective of this task order is to provide written and verbal expert opinion to support tfsat. 3.0 description of the work/tasks to be performed: the contractor shall perform the following tasks: 3.1 support for tfsat 3.1.1 the contractor shall serve as a team member of the tfsat. Duties as a team member include reviewing and commenting (i.e., verbal and written) of the draft NASA standard. Team communications will be held via weekly project status telecons and technical interchange meetings (tims.) (deliverable item 4.2) 3.2 planned presentations/meetings/telecons the contractor shall be required to participate in and/or travel to the planned presentations/meetings/telecons as specified below: task meeting frequency / date estimated duration per trip planned location 3.2.1 project status telecon. Weekly date and time to be mutually agreed upon by the contractor and TM. ~1 hour via telecon 3.2.2 technical interchange meeting (TIM). 2 meetings. Date and time to be mutually agreed upon by the contractor and TM. 3 days per meeting houston, TX 3.2.1 for the project status telecon, the contractor shall participate in weekly telecons to discuss the validity of comments for incorporation into the proposed NASA standard. 3.2.2 for the technical interchange meeting (TIM), the contractor and tfsat shall review the comments received to the draft standard. The purpose of the tims is to allow the tfsat to have a face to face meeting to discuss and review the comments received from NASA's review of the draft standard. The contractor shall provide written expert opinion on the comments and provide edits to finalize the standard. Note: this briefing will be attended by NASA civil servants and the contractors that are members of the tfsat. 3.3 monthly technical letter progress reports: (deliverable item 4.1) in accordance with contract exhibit c, the contractor shall submit monthly technical letter reports for each task order describing prog
