Description

Audit and certification activities technical support purpose objective and background of work to be performed this activity will allow the contractor to support NASA during manufacturer audits which may include though is not limited to qualified manufacturers list QML and qualified products list QPL certification activities. These audits are part of the overall defense logistics agency DLA process that is performed for aerospace component manufacturers on an ongoing basis. The contractor has the technical expertise and experience to find problems that may be missed by others in the audit teams. As seen in figure 1 the contractor has participated in an average of forty audits per year from fiscal year 2007 through FY2016. The DIP in FY2013 was due to sequestration. FY2016 is low due to air force space and missile systems center budget cuts and the situation is even worse in FY2017 where the contractor has zero budget for audit support. Traditionally the contractor supports audits at manufacturers of interest to SMC but there is significant overlap between smcs and nasas aerospace component interests. NASA funding for contractor audit support will broaden the number of manufactures visited by NASA and SMC allowing for more companies to be covered each fiscal year benefitting nasas mission. Support provided by the contractor will generate technical knowledge and recommendations about electrical electronic electromechanical part as well as supply chain quality within the context of NASA space flight missions and hardware. This information can then be made available to the NASA and high-reliability aerospace community. Performance under this task order includes advanced discipline engineering and is tied to implementation phase services which are outlined in section 3.2 of the statement of work for contract NNG11VH00B. In this case those services include but are not limited to independent evaluation and review as well as mission assurance. The contractor shall execute the following task requirements participate in audits and certifications with DLA and others at manufacturers agreed to by NASA. Write technical operating reports tors as needed on the audit results and share with NASA SMC and DLA. Verbally report out on audit and certification results at monthly meetings or as dictated by customers within NASA. Support as required the development of and review of electrical electronic and electromechanical component qualification standards via remote and or direct participation in various working group and committee meetings. The contractor shall participate as part of the government team to audit manufacturers processes and products to the requirements of the specifications provided by DLA. The government team may include government personnel and or designated agents. The lead auditor shall be copied on any requests for information made to the supplier by the agency audit participants.
