About this award

The Aerospace Corporation was awarded a $5.2M delivery order contract by NASA's Goddard Space Flight Center on February 18, 2014, to provide system engineering support for the Joint Polar Satellite System-2 (JPSS-2) Space Asset Protection Program (SAPP). Under this cost-plus-fixed-fee contract, The Aerospace Corporation will conduct comprehensive security and risk analysis for the JPSS-2 mission, a joint NOAA and NASA operational program that provides weather and climate data from polar sun-synchronous orbit. The contractor's primary responsibilities include reviewing mission fault tree analyses and probabilistic risk assessments, performing space asset protection gap analyses, analyzing threats, prioritizing malicious risks, and recommending detection and mitigation strategies to inform architecture design decisions. The work was performed in El Segundo, California, and completed by September 30, 2019. No set-aside designation applied to this delivery order.

The contract leveraged The Aerospace Corporation's expertise as a non-profit federally funded research and development center specializing in space systems engineering, risk analysis, and mission assurance for civil space agencies. This engagement exemplifies the corporation's ongoing support to NASA and NOAA on critical space initiatives, providing specialized technical advisory services to ensure mission security and operational resilience. The Aerospace Corporation maintains a $24M IDIQ contract with NOAA for technical and engineering services, which provides the framework for executing task orders such as this JPSS-2 SAPP support effort.

Description

JPSS space asset protection program (SAPP) support. The contractor will provide system engineering support. Review and perform analysis to inform architecture design decisions. Conduct analysis of the mission. Implement threat detection and mitigation options and advise the SAPP and JPSS-2 personnel. Identify and document lessons learned from the beginning to the end of the task. Provide personnel capable of reviewing and assessing material. Consult with SAPP to ensure that products are appropriately classified. The joint polar satellite system-2 (JPSS-2) mission is jointly implemented by the national oceanic and atmospheric administration (NOAA) and the national aeronautics and space administration (NASA) as an operational mission providing environmental sensing from a polar sun-synchronous orbit, in order to meet the national needs for weather and climate information. The JPSS-2 mission collects and transmits stored mission data. The contractor shall review JPSS-2 mission fault tree analyses (FTA) and probabilistic risk assessments (PRA) and perform a space asset protection GAP-analysis to inform architecture design decisions. Prioritize malicious risks and provide detection and mitigation options.
