About this award
This is a delivery order contract awarded by the Goddard Space Flight Center, a civilian agency within the National Aeronautics and Space Administration (NASA), to The Aerospace Corporation, a non-profit federally funded research and development center (FFRDC). The contract, valued at $1,291,368.38, supports NASA's independent assessment of the Search and Rescue/Global Positioning System (SAR/GPS) system, which is a component of the international COSPAS-SARSAT search and rescue system. The contractor will provide management, coordination, and systems engineering support for the assessment, including on-site monitoring and independent evaluation of the SAR/GPS system. The contract has no set-aside designation and is a cost-plus-fixed-fee type. This work aligns with NASA's broader efforts to ensure mission assurance for the SAR/GPS capability, which will be hosted on future GPS IIIB and GPS IIIC satellites.
Description
Other functions. Meosar/GPS I & T and O & M support 1. Purpose, objective, and background of work to be performed: the SAR/GPS payload provides a near-real-time "bent-pipe" repeater function for the detection and location of compliant 406 MHZ distress beacons. SAR/GPS will be one component of the international cospas-sarsat search and rescue (SAR) system and will be a hosted payload on all GPS iiib and GPS iiic SVS. Each SAR-equipped GPS iiib and GPS iiic satellite will receive alert signals from aircraft-based emergency locator transmitters (ELTS), maritime emergency position-indicating radio beacons (EPIRBS), or terrestrial personal locator beacons (PLBS), and will relay them to specialized ground stations for location determination and dissemination to rescue personnel. The national aeronautics and space administration (NASA) is conducting an independent assessment of the SAR/GPS system to evaluate compliance with mission assurance requirements. 2. Description of work to be performed: the contractor shall support the national aeronautics and space administration (NASA) SAR/GPS independent assessment as follows: . Provide management and coordination support for the SAR/GPS independent assessment team. O act as interface to the aerospace corporation GPS team. O provide guidance on test and evaluation criteria. . Provide systems engineering support for the SAR/GPS independent assessment team. Travel to united states and canadian contractor locations in support of this work shall be required. The contractor shall provide on and off-site project and multidisciplinary engineering services, independent testing, contractor-on-site monitoring, and independent evaluation of projects and/or programs, including cost, schedule, and affordability analyses, in any phase of the life-cycle. The contractor shall also provide leadership or staffing for focused science and technology studies, advanced systems architecture, systems engineering and independent reviews of all above activities pursuant to task orders issued by the contracting officer (CO). These services shall include the personnel, facilities, and materials (unless otherwise provided by the government) to accomplish the tasks.
