Intent to Sole Source - Technical information, Administrative, and Logistics Services (TIALS II)

NASA Glenn Research Center has issued a Justification for Other than Full and Open Competition (JOFOC) to extend the Technical Information, Administrative, and Logistics Services (TIALS II) contract with Alcyon Technical Services (ATS) JV, LLC for an additional 12 months, from April 1, 2025 to March 31, 2026. The extension is necessitated by a protest of the follow-on Glenn Logistics and Metrology (GLAM) contract award, requiring continued uninterrupted services. The contract covers critical logistics services including property management, supply management, freight traffic, transportation operations, move operations, mail processing, special events, airport courier services, stock purchases, and metrology/calibration services. NASA determined ATS is the only responsible source capable of providing these specialized services without significant disruption, based on their unique knowledge of NASA GRC facilities, regulatory requirements, and established operational processes. The estimated total contract value for the extension is $11,570,666.93, with NASA planning to complete the GLAM acquisition between May and July 2025 while continuing to explore alternative solutions for future contracts.
