About this award

This is a firm-fixed-price delivery order awarded by the National Aeronautics and Space Administration (NASA) Glenn Research Center to Aerojet Rocketdyne of DE, Inc. under the Research and Technologies for Aerospace Propulsion Systems 2 (RTAPS2) indefinite-delivery, indefinite-quantity (IDIQ) contract. The $5,035,539.00 task order is for subscale free-jet testing of a dual-mode ramjet (DMRJ) at low Mach conditions in NASA's 8-foot High Temperature Tunnel. The objectives are to assess the performance and operability of the DMRJ and validate design tools. The contractor is responsible for design, manufacture, and test support of the 3rd generation powerhead, including refurbishing the FACET test rig and integrating the powerhead. The contract also includes tasks for planning, analyses, hardware fabrication and integration, test support, data analysis, reporting, and vehicle integration assessment. There is no set-aside designation for this contract award.

Description

Task order NNC16TA03T for freejet testing of a dual mode ramjet (DMRJ) at low mach conditions. The overall objective of this work is to conduct a subscale 3X free-jet test using the AR 3RD generation flowpath architecture integrated with pre-existing facet inlet, nozzle and pedestal hardware. The test will be conducted in NASA langleys 8-FT high temperature tunnel (HTT) between mach 2 and mach 4 flight conditions in order to assess performance and operability and to validate design tools. The contractor shall be responsible for the design, manufacture and test support of the 3RD generation powerhead, including the refurbishment of the facet test RIG and integration of the powerhead. The contractor shall perform the following tasks: (1) task planning and status reports, (2) 3RD generation combustor optimization and pre-test analyses, (3) facet hardware refurbishment, (4) 3RD generation powerhead fabrication and RIG integration (5) facet hardware installation and test support, (6) post-test data analysis and reporting, and (7) vehicle integration assessment. Tasks 1 and 6 are required tasks and task 7 has been identified as an optional task. The contractor shall assess performance and operability through combustor inlet interaction and powerhead flame stability as IT relates to the flight research vehicle concept derived from the study conducted in NASA contract: NNC10BA08B, task: NNC15TA03T. The derived flight research vehicle definition and assumptions will be provided by NASA. The contractor shall provide an integration assessment of the DMRJ into the vehicle as a part of the final report. The contractor shall participate and provide support in the development of a next steps critical ground demonstration plan for reducing risks associated with tbcc propulsion technologies. This plan will include the reusability capability of the hardware being evaluated for this contract, as well as assessing a new inlet and nozzle which are scaled versions of the FRV from NASA contract: NNC10BA08B, task: NNC15TA03T. The contractor shall determine the critical elements of a cohesive propulsion ground demonstration program, define required risk reduction ground tests, and develop a budgetary planning estimate (BPE) and include/address these items in the final presentation.
