THIS MODIFICATION EXTENDS THE RESPONSE DATE TO JANUARY 21, 2015. This is a sources sought synopsis. The purpose of this notice is to seek potential small business firms, to include HUBZONE empowerment contracting program; service-disabled veteran-owned small business; veteran-owned small business and women-owned small business to determine the feasibility of a small business set-aside designation for this project. Responses to this Sources Sought Synopsis will assist the Government in making the appropriate decision for the planned procurement. As such, all firms including any subcontractors from any of the foregoing categories, are encouraged to submit their qualifications and experience, in detail, on 1) Information Summary Matrix and 2) Questionnaire, attachments to this synopsis, which will be used to evaluate responding firms.
Please see attachment 3) Minimum Professional Qualifications to be sure all personnel meet the necessary requirements. The Naval Facilities Engineering Command Pacific, Pearl Harbor, Hawaii plans to solicit for Natural Resource Services (NAICS 541990). The work to be ordered under this contract will be performed predominantly in Guam, Hawaii, and the Commonwealth of the Northern Mariana Islands (CNMI). The Government may also require natural resource services in other locations within the NAVFAC Pacific area of responsibility. All work conducted under this contract shall conform to the statutes, regulations, instructions and guidelines provided at –Natural Resource Conservation, in compliance with the Department of the Navy’s OPNAV M-5090.1, The National Environmental Policy Act (NEPA), The Endangered Species Act of 1973, as amended and other Federal statutory requirements, (1) Coordination Meetings; (2) Avian Surveys; (3) Mist netting; (4) Playback counts; (5) Bat Surveys; 6) Insect Surveys; (7) Herpetological Surveys; (8) Land Snail Surveys; (9) Telemetry; (10) Live Capture Trapping; (11) Focused Botanical Surveys; (12) Vegetation Surveys; (13) Vegetation Restoration; (14) Plant Stabilization; (15) Wetland Delineation Survey; (16) Wetland Restoration Planning; (17) Wetland Restoration Implementation; (18) Stream, Lake and Pond Assessments; 19) Ecological Reserve Areas; (20) Integrated Natural Resource Management Plans; (21) Regulatory Wildlife Assessments; (22) NEPA and Environmental Planning Studies; (23) Biosecurity; (24) Invasive Species Management; (25) Invasive Species Fencing; 26) Education Outreach; (27) Fire Management Plan; and (28) Aerial Mapping and GIS Mapping.
The Contractor will furnish all labor and supervision planning, scheduling, tools and equipment necessary to provide a variety of natural resource services. This will be a Fixed-Price Multiple Award Contract (MAC), Indefinite Quantity type contract with a base and four option periods under which work will be required on an “as needed” basis, intermittently during the life of the contract. The anticipated MAC capacity is $55 MIL. The field crew of the potential contractor shall be composed of personnel who can qualify, in accordance with the professional qualification requirements as well as for access to any of these areas. The Government utilizes the following software suite: Microsoft Office Word 2010, and Microsoft Excel 2010.
In preparation of documents and correspondence, the contractor shall ensure compatibility with the government’s software. Firms who are interested and meet the requirements described in this announcement are invited to submit a completed (1) Information Summary Matrix, in which key personnel information should briefly identify education, prior projects and the person’s role in the project, and current employer for all key personnel; all information requested should be included on this form for evaluation purposes; while not a requirement, resumes may be included; and (2) Potential Offerors Questionnaire. All questions must be completely and fully addressed prior to submittal, which will be reviewed and evaluated upon receipt.
Firms shall provide their DUNS, CAGE, CCR and CPARS number in Block 3 of the Information Summary Matrix. Firms must have on-line access to email via the internet for routine exchange of correspondence. 1. QUESTION: Can you clarify if a “general” small business qualifies for this proposal? We are a small business but are not woman-owned, veteran-owned, disadvantaged, etc.

Naval Facilities Engineering Command Pacific (NAVFAC PAC) requires all labor, transportation, tools, equipment, materials, supplies, supervision, coordination, and management necessary to provide natural resources management services throughout the NAVFAC PAC area of responsibility (AOR), and other areas in the NAVFAC AOR worldwide as needed. The majority of the work is expected to occur in Hawaii, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI).
Offerors are advised that officials of the Government of Japan (GOJ) will be observing the source selection process, the evaluation of proposals and the review of other documentation. Accordingly, submission of a proposal in response to this synopsis and referenced solicitation will be considered evidence of your consent and permission for the Contracting Officer to reveal your proposal and related submissions to participating GOJ officials.
Natural resources management services required under this contract are tasks commonly associated with the monitoring, management, and protection of biological resources.

The applicable North American Industry Classification System (NAICS) Code is 541690, Other Scientific and Technical Consulting Services. The corresponding size standard is $15 MIL. The procurement consists of one solicitation with the intent to award an Unrestricted Multiple Award Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ), with a Partial Small Business Set-Aside for Natural Resource Management contracts, consisting of a base and four option periods under which work will be required on an “as needed” basis, intermittently during the life of the contract. The value of the estimated unrestricted portion of this solicitation is $29,000,000 and the estimated portion set-aside for small business is $20,000,000.
The total aggregate value, for all contracts inclusive of options, shall not exceed $49,000,000 or 60 months, whichever occurs sooner. The contract performance period will consist of a base period and four option periods of 12 months each. A one-time minimum guarantee of $5,000 will be issued for all firms awarded a contract. The Government intends to make multiple awards, however, if there are less than three responsible offerors, the Government may choose to cancel the solicitation. All work will be awarded on contract task orders, on a “fair opportunity” basis, in accordance with FAR Part 16.505. Source selection procedures will be used to select the best value offerors using the tradeoff method in accordance with FAR Part 15.
Award will be made to the Offerors whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors.
The technical evaluation factors are anticipated to be: FACTOR 1: Experience; Factor 2: Sample Project; Factor 3: Safety; Factor 4: Small Business Utilization; Factor 5: Past Performance; and Factor 6: Price. When combined, the technical evaluation factors will be considered significantly more important than price.
Offerors can view and/or download the solicitation, and amendments if any, at the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil or the Federal Business Opportunities (FBO) website at https://www.fbo.gov when it becomes available. Hard copies of the RFP will not be issued. The RFP will be available in electronic format only and will be posted on the NECO website on or about 26 March 2015.
The estimated proposal due date will be at least 30 days after the RFP is posted on the NECO website. Contractors are encouraged to register with FBO to obtain notification of important information about the RFP. Registration instructions can be found on the FBO website. Amendments will normally be posted to the website at https://neco.navy.mil. It is highly recommended that firms register on the NECO and FBO websites as planholders as this will be the only planholder’s list available. It is the Offeror’s responsibility to check the NECO and FBO websites periodically for any amendments or notices to the RFP.
