Operation and Maintenance of Drainage Canals and Pumps at the Pacific Missile Range Facility, Kauai, Hawaii.
a. Services consist of the operation and maintenance of drainage and flood control systems and infrastructure in the Mana Plain area, adjacent and on PMRF, approximately 276 acres. These services will keep the water levels in the wet wells at Kawaiele and Nohili Pump Stations at a range of -1.5 to –2.0 ft. Mean Sea Level (MSL), thus protecting underground infrastructure at PMRF, reducing the risk of flooding, and helping control insects, and odor which would negatively affect PMRF operations, safety and security.

This contract is for services for which the Government solicited and negotiated with only Agribusiness Development Corporation (ADC) under the authority of FAR 6.302-1, since the Pacific Missile Range Facility (PMRF) drainage system is integrated with the State of Hawaii drainage system and ADC operates the pumps and performs flood control for the portion of the drainage system maintained by the State of Hawaii. A National Pollution Discharge Elimination System (NPDES) permit is required to operate the pumps and perform flood control measures for drainage at PMRF and ADC was the only permit holder. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide maintenance, repair of roads, vegetation control, maintenance and repair of pumps and pumping station - Kawaiele Pumping Station, maintenance of canals, culverts and embankments, clearing of canals and wet wells (dredging), maintenance and repair of power poles, transmission lines and pole transformers, maintenance of flood gates and flap gates, maintenance of the water level in the wet wells of Kawaiele pumping station, implementation of a PM program for systems and equipment to ensure proper operation, to minimize breakdowns, and to maximize useful life, maintenance of all infrastructure that supports the pumps at the Kawaiele pumping Station, possession of a valid NPDES permit for the Contractor area, by an indefinite delivery-indefinite quantity (IDIQ) type contract which consists of recurring and non-recurring work items.
Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 221310 and the annual size standard is $27,500,000.00
The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule.
