12/21/17, 8:49 AM INDEFINITE DELIVERY / INDEFINITE QUANTITY GLOBAL CONTINGENCY CONSTRUCTION MULTIPLE AWARD CONTRACT NAVAL FACILITIES ENGINEERING COMMAND AREA OF RESPOSIBILITY, WORLDWIDE J&A 20-14 TO INCREASE CAPACITY
This Limited/Sole Source Justification Notice from the Department of the Navy Naval Facilities Engineering Command seeks to increase the capacity of an existing indefinite delivery/indefinite quantity global contingency construction multiple award contract that provides for immediate response construction and engineering services worldwide. The contract, awarded competitively in March 2019 to six contractors with a completion date of March 2024, has exceeded capacity due to continued hurricane recovery work, an earthquake recovery project, and other contingencies. The justification approves increasing the contract maximum by $1 billion to $2.087 billion using an unusual and compelling urgency exception to address projections of an unusually active 2020 hurricane season and potential requirements related to the COVID-19 pandemic, with competition at the task order level among the six incumbent contractors.
