Added: Sep 27, 2012 10:47 am The objective of this Multiple Award Contract (MAC) is for Contractors to perform range sustainment services such as range residue (defined as ordnance scrap and target debris) clearance and processing/recycling; Military Munitions Response Program (MMRP) responses involving conventional munitions and Chemical Warfare Materiel (CWM); Environmental Compliance and Remediation Services (ECRS); and other Munitions-Related Services (OMRS), as necessary to permit lands and waters to be safely and efficiently used for their intended purpose. This work may occur at sites located in the lands and waters of Continental United States (CONUS) and Outside Continental United States (OCONUS), including International Operations (IOP) supporting the U.S. Navy and Marine Corps within the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR). The services provided under this contract may be used on a case by case basis in support of various other Department of Defense Commands and Installations worldwide. 1 At operational range complexes where munitions potentially presenting an explosive hazard (MPPEH) and hazardous materials are used for training or research development testing and engineering (their intended purpose) and therefore are not regulated by non military entities, the Contractor shall provide all labor, materials, transportation, equipment, tools, supervision and management efforts required to perform range sustainment services inclusive of range clearance, range processing including demilitarization, inert certification/verification, disposal, and recycling of range residue, as well as, performing other range sustainment related studies and environmental activities such as pre-clearance assessments, range revitalization, and other environmental compliance activities associated with maintaining range sustainability. Range sustainment activities may include work at land based ranges; water ranges; operational areas, and other areas where military personnel train or perform research development testing and evaluation (RDT&E). At sites ranked on the Superfund National Priority List (NPL) as well as non-NPL sites regulated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and Resource Conservation and Recovery Act (RCRA), or under local, state and federal officials and the Navy, the Contractor shall safely locate, identify, recover, evaluate, manage and make final disposition of Munitions and Explosives of Concern (MEC), other munitions, Munitions Constituents (MC) and Hazardous, Toxic and Radiological Waste (HTRW). Locations include various currently and formerly used defense sites, property adjoining currently and formerly used defense sites, other federally controlled/owned sites, as well as sites in foreign jurisdictions. Work performed under this contract may include project planning; assessments; inspections; surveys; investigations; studies, engineering evaluations; cost analyses; remedial or removal actions; spill response, recovery, storage, and disposal of MEC, MC, HTRW, medical waste and/or contaminated media; monitoring; data management; training; permitting; public involvement; and logistical; medical; and security support. In addition, for OMRS the work may also include anomaly avoidance, construction support, range clearance, range maintenance and vegetative removal, non-DoD ammunition depot management, post-battlefield munitions clearance, demining operations, booby trap clearance in non-combat situations, and disablement and cleanup of unconventional explosive devices. The size standard is 500 employees. The Government intends to award approximately four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts for a one year base period and two one year option periods. The total maximum value for the contract is $100,000,000.00 inclusive of the base year and all options. Work will be performed tough the issuance of task orders. The work will include performing range sustainment services such as range residue clearance and processing/recycling; Military Munitions Response Program (MMRP) responses involving conventional munitions and Chemical Warfare Material (CWM); Environmental Compliance and Remediation Services (ECRS); and other Munitions-Related Services (OMRS) as necessary to permit lands and waters to be safety and efficiently used for their intended purpose. Potential tasks to be performed under the contract, may include, but are not limited to: 1) Operational range clearance (surface and subsurface) of ranges where both non-explosive practice munitions (NEPM) and high explosive munitions were used and range maintenance (to include small arms ranges);.2) Operational range condition assessments;3) Operational target and berm maintenance; 4) Vegetation removal; 5) MRP terrestrial (surface and subsurface) MEC removal; 6) Demilitarization of MEC, including in situ treatment of munitions that are unsafe to move (i.e. blow in place);and 7) MEC/MD/RRD/MPPEH management and disposal/recycle, including safe certification/verification and processing. The range sustainment and munitions response remediation services will be performed at sites located in the lands and waters of the Continental United States (CONUS) and Outside Continental United States (OCONUS), including International Operations (IOP) supporting the U.S. Navy and Marine Corps within the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR), which includes the continental United States, Hawaii, Puerto Rico, Central America, the western Pacific, Europe, Asia, Africa, the Caribbean, and the Atlantic, and other locations worldwide. The Government intends to award an Indefinite Delivery/Indefinite Quantity, Multiple Award Contract with the capability to issue Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task orders. The best value source selection process will be used for this procurement.
