Sikorsky was determined to be the only responsible source due to its role as the original manufacturer of the H-53 fleet and CH-53K System Development and Demonstration contracts, along with possessing the required data, facilities, experience and skill to meet program requirements. The total estimated value of $92 million from Fiscal Years 2021 through 2024 appropriations will procure CFTDs #2 through #5, FTD #1, spares, tools, equipment, engineering services and data to develop and deliver the training systems.

The Naval Air Warfare Center Training Systems Division seeks to award multiple indefinite delivery/indefinite quantity contracts to provide a range of complex and non-complex Fielded Training Systems Support services for various Navy and non-Navy customers. Services will include contractor operation and maintenance, contractor instructional services, training device relocations, training systems management, and modifications support for aircrew and maintenance simulators and training systems located worldwide. Interested parties must submit capabilities statements by March 16, 2020 demonstrating experience operating and maintaining simulators, providing instructional support, and managing similar programs, as evaluated under NAICS code 541330.
The anticipated contract value is approximately $1 billion to be awarded over eight years for nineteen known task orders supporting aviation, surface vessel, and submarine training programs. A partial small business set aside applies using NAICS code 541330 for engineering services and size standard of $41.5M. The notice lists potential recurring requirements suitable for both large business and small business prime contractors and seeks industry recommendations to improve acquisition processes and performance for these types of efforts.

The Naval Air Warfare Center Training Systems Division intends to sole source the production, installation, integration and delivery of four CH-53K Flight Training Devices to Marine Corps bases in New River, North Carolina and Miramar, California. The training devices must match the configuration of CH-53K aircraft from Low Rate Initial Production lot 4. The agency will evaluate whether any comparable sources exist to provide these training devices and intends to award sole source to Sikorsky Aircraft Corporation under the authority of FAR 6.302-1, as Sikorsky has been the sole designer and manufacturer of the CH-53K system since its inception as the original equipment manufacturer. Responses to this pre-solicitation notice are due by May 6, 2021.
There is no set-aside designated for this procurement. Sikorsky Aircraft Corporation is identified as the potential incumbent and only qualified source due to owning the technical data and possessing the required skills and equipment from developing the training system. The agency intends to award the contract under an existing basic ordering agreement with Sikorsky.
