The NAVFAC AOR includes the states of Washington, Oregon, Idaho, Montana, Wyoming, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Alaska. However, on occasion, work may also be required in other areas of the United States. Services shall be accomplished in the contractor's office with the exception of such field investigations and field surveys as are required at the project sites. The Government will not provide any direct supervision of the Architect/Engineer (A/E) employees.The purpose of this contract is to obtain the services of an interdisciplinary team required to support facilities planning and industrial engineering services and studies at various locations predominantly serviced by the Naval Facilities Engineering Command Northwest (NAVFAC NW) Office. Areas of functional knowledge and experience desired include airfield, industrial, and waterfront operational facilities; aircraft, ship, and weapons maintenance facilities; ordnance storage facilities; Research, Development, Test, Acquisition, & Evaluation (RDTA&E) facilities; medical, supply, and administrative facilities; Quality of Life (QOL) facilities (including bachelor housing, community support and Morale, Welfare and Recreation (MWR) facilities; utilities, and other infrastructure. Added: Jun 01, 2015 12:26 pm Architect/Engineer (A/E) services are required for a regional firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract primarily to support facilities planning and industrial engineering services and studies for various locations under the Naval Facilities Engineering Command Northwest (NAVFAC NW) area of responsibility (AOR), but primarily in Washington State. The NAVFAC AOR includes the states of Washington, Oregon, Idaho, Montana, Wyoming, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Alaska. However, on occasion, work may also be required in other areas of the United States. Services shall be accomplished in the contractor's office with the exception of such field investigations and field surveys as are required at the project sites. The Government will not provide any direct supervision of the Architect/Engineer (A/E) employees.The maximum contract value may not exceed $15,000,000 aggregate total. The minimum guarantee for the contract shall be $10,000. The value of individual task orders executed under this contract may range from $5,000 to $1,000,000. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. The contract term is for a one-year base period with four one-year option periods. Each performance period will run one calendar year, or until the maximum dollar limit is reached, whichever occurs first. The government may exercise the option period unilaterally. The estimated start date for this contract is April 2016. Invoices for task orders under this contract will be processed electronically tough Wide Area Work Flow (WAWF).Federal Acquisition Regulations (FAR) Part 36.6 Selection of Architects and Engineers (formerly Brooks Act) selection procedures apply. This is an unrestricted procurement. The NAICS Code for this procurement is 541330 and the annual small business size standard is $15M. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. If the Contractor under this contract prepares or assists in preparing a statement of work, specifications and/or plans, the Contractor and its subsidiaries/affiliates shall be ineligible from providing the subsequent construction work.
