MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) PAVING AND CIVIL CONSTRUCTION PROJECTS

The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Civil Paving Contractors with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The resulting contract(s) will provide a wide range of new and repaired bituminous pavement structures, temporary traffic controls, site clearing activities, demolition work for existing site construction, storm drainage work, general site grading and earthwork, placement of pavement markings and traffic control signs, turf establishment work, traffic signal work, minor modifications or repairs to water and sewer distribution, minor utility relocations and modifications. Concrete work may include curb and gutter construction, concrete drainage structures, sidewalks, flumes, concrete pavement repairs and alterations and reasonable size concrete slab construction. Supporting activities of an engineering nature could include surveying, development of traffic control plans, development of storm water, sedimentation and erosion control permits, preparation of preconstruction and post construction drawings, geotechnical site engineering and project record keeping. The Procurement Method is Contracting by Negotiation FAR Part 15. The North American Industry Classification System (NAICS) Code for this procurement is 237310 and the annual size standard is $33,500,000. The Government intends to award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The contracts will replace seven (7) contracts for similar services awarded in 2009. Combined task order requirements issued under all seven contracts were not to exceed a maximum amount of ninety million dollars ($90,000,000). One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Civil Paving Set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Civil Paving Contractors. Interested parties should, as early as possible but not later than 18 December 2012, indicate interest in the acquisition by providing to the contracting office a capability statement. The capability statement shall include the following: • Ability to meet all technical requirements outlined in this notice • DUNS number • CAGE code • Small Business classification under NAICS Code 237310 • A narrative demonstrating Prime Contractor or Significant Subcontractor experience performing a minimum of five (5) projects within the past five (5) years. The contractor should seek to demonstrate a diverse range of civil and paving construction tough the listed projects. For the projects provided, include the project title, description, contract amount, award date, completion date, role of the contractor and percentage of work self-performed for each job. • Bonafide office in North Carolina The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Offerors will be required to submit with their offer a bid bond. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. The intent of this notice is to notify potential offerors that the Officer in Charge of Construction, Marine Corps Installation East intends to solicit proposals and award a Civil and Paving Multiple Award Construction Contract (MACC). The work includes, but is not limited to, a wide range of new and repaired bituminous pavement structures, temporary traffic controls, site clearing activities, demolition work for existing site construction, storm drainage work, general site grading and earthwork, placement of pavement markings and traffic control signs, turf establishment work, traffic signal work, minor modifications or repairs to water and sewer distribution, minor utility relocations and modifications. Concrete work may include curb and gutter construction, concrete drainage structures, sidewalks, flumes, concrete pavement repairs and alterations and reasonable size concrete slab construction. Supporting activities of an engineering nature could include surveying, development of traffic control plans, development of storm water, sedimentation and erosion control permits, preparation of preconstruction and post construction drawings, geotechnical site engineering and project record keeping for various Government facilities in the MCIEAST AOR, specifically the North Carolina area. Task orders issued under this MACC will be design-bid-build. The procurement method to be utilized is FAR Part 15 - Source Selection, Lowest Price Technically Acceptable or LPTA. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, past performance and experience information, technical capability, as well as a price (or cost) proposal for evaluation by the Government. The NAICS Code for this procurement is 237310 and the annual size standard is $33,500,000. Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal. The proposed contract will be issued as full and open, with two (2) awards reserved for small businesses. Typically task orders will have an estimated construction cost between $50,000 to $5,000,000. There will be a seed project included in this solicitation. The Government intends to award no more than six (6) indefinite delivery, indefinite quantity (IDIQ) MACCs for Civil and Paving Projects in North Carolina. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is $5,000 per contract. The Not-To-Exceed amount for the life of all of the contract awards, including options, is $90,000,000. This action will replace contracts for similar services awarded in 2009.
