Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler is conducting a Sources Sought Notice. The intent of this notice is to conduct market research and identify potential contractors that are capable of performing the work in Japan and interested in the Department of Navy’s requirement for MAINTENANCE SERVICES ON SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM (SCADA) AT MARINE CORPS BASE CAMP BUTLER, U.S. NAVAL HOSPITAL (USNH) OKINAWA, JAPAN
The information will be used within the NAVFAC Far East Contracting Division and will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
NAVFAC FE, FEAD Camp Butler is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for MAINTENANCE SERVICES ON SCADA.
SERVICES DESCRIPTION: The proposed MAINTENANCE SERVICES ON SCADA will require the contractor to furnish all labor, management, supervision, tools, material, and equipment required to perform facility and maintenance service on SCADA at U. S. Naval Hospital Okinawa (USNHO), Camp Foster, Okinawa, Japan.
Locations: Bldg. 960, 961, 962, 963, 964, 966, 967, 968, 969, 970, 971 and 972 at Camp Foster, Okinawa, Japan
The Contractor shall develop, implement, and execute a Service Order, Maintenance Program to maintain, repair, troubleshoot and upgrade all software for the SCADA system.
All maintenance, repair, inspect test and operate shall be performed by personnel trained and certified by the OEM. Personnel working with or on electrical or electronic equipment must be trained and certified per NAVFAC MO-200 or must be certified First-Class electrical work operation and management engineer (第1種電気工事士).
All maintenance trade personnel certifying or inspecting repair or maintenance work that does not require an inspector certified by a governing directive shall be qualified at the journeyman level.
Contract Type: Firm Fixed Price/IDIQ Services contract with RECURRING and NON-RECURRING services. Anticipated period of performance is total five (5) years consist of one (1) year base period and four (4) one-year option periods.
This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Solicitation or award a contract. The Government does not intend to award a contract based on responses.
Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. The North American Industry Classification System (NAICS) Code is 926130 – Regulation and Administration of communications, Electric, Gas and Other Utilities.
It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 10 pages, including attachments if any) demonstrating your ability to perform the requested services.
The documentation shall address, at a minimum, the following:
1. COMPANY PROFILE to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) If your company is registered with the System for Award Management (SAM) website, please indicate your Unique Entity Identifier (UEI) numbers and CAGE code.
2. RELEVANT EXPERIENCE: Indicate your experience in providing services for the requirement stated above. Please indicate number of years of experience.
3. SUBCONTRACTORS: If known, provide established subcontractor arrangements or partnerships with other companies (Optional).
4. LICENSE/CERTIFICATIONS: Indicate any applicable local/and or industry certification your company or employee possess relevant to this procurement.
5. MISC INFO: Provide anything pertinent to this industry and/or type of work, in general, that the Government should consider.
Interested firms may submit information using the form provided under separate file titled “Sources Sought – Contractor Information Form (attachment 1)” to demonstrate capabilities, capacity and experience.

GENERAL INFORMATION
In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for Maintenance Services on Supervisory Control and Data Acquisition System (SCADA) at Marine Corps Base Camp Butler, U.S. Naval Hospital (USNH), Okinawa, Japan.
The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, material and equipment required to perform maintenance services on SCADA.
The resulting contract will include a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements for 30 days phase-in period, 11 months base period and four (4) one-year option periods.
Interested parties can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE INTERESTED PARTY TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
CONTRACTOR REQUIREMENTS
Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Contractors must have a Japanese bank account in order to be able to receive payment via DFAS Japan.
STATUS OF FORCES AGREEMENT
The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA.

The federal contract opportunity involves the provision of maintenance services on the Supervisory Control and Data Acquisition System (SCADA) at the Marine Corps Base Camp Butler, U.S. Naval Hospital in Okinawa, Japan.
