The Naval Facilities Engineering Center (NAVFAC) Expeditionary Warfare Center (EXWC) has a requirement to establish and support an Equipment - Corrosion Surveillance, Abatement, and Repair Program (E-CSAR) for all Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), and support vehicles located at Naval Base Guam, Guam. Henceforth; CESE, CEEI, MHE, WHE, support vehicles, and base camp support items as one group will be referred to as ‘Naval Construction and Support Equipment’. The E-CSAR includes tasks related to corrosion surveillance, corrosion abatement, and corrosion repair of approximately 600 individual pieces of Naval Construction and Support Equipment assigned to Naval Expeditionary Forces in Guam. The Contractor shall provide all labor, training, management, supervision, tools, equipment, materials, supplies, and transportation of equipment necessary to perform Corrosion Surveillance, Abatement, and Repair Services on all Naval Construction and Support Equipment assigned to Naval Expeditionary Forces in Guam in accordance with manufacturers’ specifications and required United States Navy (USN) Technical Manual (TM) publications. The Naval Facilities Engineering and Expeditionary Warfare Center is procuring services establishing and supporting all Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), and support vehicles located at Naval Base Guam, Guam. The work includes, but is not limited to, identifying issues that may propagate corrosion, report instances as active corrosion is identified to mitigate abatement and/or repair costs, as well as equipment down time. It is imperative to remove corrosion from affected areas and restore the affected areas to a pristine condition that achieve the established standards. Together, Corrosion Surveillance, Corrosion Abatement, and Corrosion Repair solutions are critical in maintaining the integrity of naval assets and optimizing readiness of the expeditionary forces. EXWC is conducting market research to determine the range of available contractors and assess their capabilities to support the Navy's corrosion surveillance program on Guam; which would include: corrosion surveillance, corrosion mitigation, and corrosion repair of the naval construction equipment and support vehicles that have deteriorated (to various degrees) into a defective, damaged, or inferior condition because of corrosion.See attachment for complete information.
