IntroductionThe Electronic Warfare Support Measures (ESM) Branch at the Naval Research Laboratory (NRL) is engaged in the research and development (R&D) of advanced passive electronic warfare systems. ESM branch employees conduct R&D, prototype design, and operational testing of ESM systems/subsystems associated with all disciplines of modern ESM systems. Research activity areas include:o Digital Receiver Design and Implementationo Advanced Digital Signal Processing (DSP)o Precision Direction Finding (PDF) Techniqueso Precision Passive Geolocation Techniqueso Miniaturized Electronic Support (ES) Payloads for Unmanned Platformso RF Design (Board and System Level)o RF ASIC Design 4. Contract Type - Cost Plus Fixed Fee (CPFF). 5. Length of Award - tee (3) years base with 2 one year option periods.6. Services Characteristics - Attached to this document is a draft Statement of work for the effort. The Government is currently in the planning stages for this procurement and therefore will continue to modify the language within the Statement of Work as necessary. The Electronic Warfare Support Measures (ESM) Branch is engaged in R&D of advanced passive electronic warfare systems and requires subject matter expertise to provide Digital Signal Processing (DSP) and Software Development to conduct research in several disciplines.The scope of this contract is to perform R&D efforts associated with RF Analog-to-Digital Conversion (ADC) Hardware Integration, Digital Signal Processing (DSP) Software Development, Electronic Support (ES) Software Development, Software Validation and Verification, and Configuration Management and Control.This is a Pre-Solicitation Notice, No solicitation has been issued; therefore, do not request a copy of the solicitation.
