This task order is part of a larger $30 million indefinite delivery/indefinite quantity contract vehicle the NPS awarded to GWWO, Inc. in 2022 to provide architectural, engineering, and technical services for cultural and historic preservation projects at National Park sites across the United States. No set-aside designation was used for this award.
Description
Bandelier national monument cultural landscape report tasankwi all work, terms and conditions, clauses and provisions, as stated in task order request 0040403972, with all attachments, is herein expressly incorporated into this contract. The national park service (NPS) is contracting with gwwo, INC. For architectural/engineering (a/E)to complete a cultural landscape report (CLR), parts I and II for the historic tsankawi unit of bandelier national monument (BAND). The completed CLR will provide BAND management with the documentation, analysis, and assessment of the character-defining features of this highly significant cultural landscape (part I) and will include specific treatment, planning, and design recommendations (part II) to ensure the preservation of these cultural resources. The tsankawi unit of bandelier national monument is an approximately 826 acre landscape rich with cultural resources spanning centuries of native american pueblo usage and association. The archaeological and ethnographic cultural resources include ancestral trails, field houses, and 450 cavate rooms carved into cliff faces. Tsankawi is located approximately 12 miles from the main unit of BAND in santa FE county, NM, at 6500 feet elevation. Approximately 1.5 miles of self-guided trail bring up to 50,000 visitors a year to ancestral pueblo sites within the unit. The need for a CLR at tsankawi is pressing. Completion of the 2015 tsankawi unit management plan and environmental assessment plan (EA), along with scheduled highway improvements by nmdot necessitating a new access and parking area, demonstrates the need for a comprehensive CLR, particularly part II: treatment (planning and design) to accommodate what is expected to be increased visitor usage of the monument landscape. This rise in visitor usage will require new and rehabilitated infrastructure, resource protection (natural and cultural), and safety as primary considerations. Increased visitor use in this fragile landscape has resulted in damage to cultural resources, in particular, and is of great concern. There is a demonstrated need to address vegetation and trail degradation caused by ever increasing numbers of visitors, and the diminishing numbers of NPS staff to actively maintain and rehabilitate these resources. Most significant, however, is a need for preservation of ethnographic resources within this cultural landscape that reflect centuries of association with traditional groups, notably the pueblos of northern new mexico, and in particular, the SAN ildefonso pueblo, for whom the ancestral ties date to their origin. The tsankawi CLR is, by nature, an interdisciplinary endeavor, requiring historical landscape architects, architects, ethnographers, and other historic preservation specialists to identify, document, analyze and evaluate the cultural landscape for its resources and historical significance (part I). The treatment section of this CLR, part II, will be more expansive in its scope and detail as a treatment plan, as the tsankawi unit needs require intensive and thoughtful development. Part II, in particular, will be conducted in close collaboration with partners (such as the associated groups) as well as including conservation and civil engineering efforts.
