About this award
This federal contract was awarded by the Department of the Interior's National Park Service Intermountain Region to HDR Engineering, Inc. to stabilize approximately 1,600 linear feet of shoreline that has experienced storm damage and erosion at the Bird Island Basin Campground within Padre Island National Seashore. The project requires field investigations, project coordination, permitting through the U.S. Army Corps of Engineers and Texas Commission on Environmental Quality, and the implementation of shoreline stabilization techniques that are compatible with the natural landscape. The firm fixed price contract has a potential value of $153,728.39 and a completion date of December 31, 2019. The contract does not have a set-aside designation. HDR Engineering, Inc. is an engineering, architecture, environmental, and construction services firm that provides a wide range of professional services to U.S. federal government agencies.
Description
This project is intended to stabilize approximately 1600 linear feet of shoreline that has experienced storm damage in the form of erosion. The bird island basin campground is a recreation destination within padre island national seashore which provides the primary access to laguna madre, a coastal lagoon ecosystem. All work, terms and conditions, clauses and provisions, as stated in task order request #0040397209, with all attachments, is herein expressly incorporated into this contract. Project requirements: 1. Field investigation - this will involve conducting surface and subsurface surveys along this shoreline reach to determine suitability of bottom and/or the need for excavation and backfilling for installation of stabilization measures and/or wave attenuating features. Geotechnical engineering services shall be provided as necessary. 2. Project coordination: this will include scheduling and conducting meetings with NPS project manager and park representatives at appropriate intervals (project start, 50% plan, and 100% plan) to ensure coordinated plan development. 3. Permits: collaboration with the US army corps of engineers (USACE) will be necessary for permitting and implementation of engineered shoreline stabilization techniques. A section 4040 permit application will be filed with the USACE. The construction documents shall be submitted to the USACE for review and acceptance before final documents are delivered to the NPS for construction solicitation. Texas commission on environmental quality should be consulted for section 401 certification review. This is to be included in the period of performance duration. 4. Compatibility with natural features: a long term solution is needed that protects visitors and resources while being compatible with the park landscape and preserving coastal habitat. For example, a concrete faced embankment has not been adopted by the park due to the need for compatibility with natural features. Hard/structural and soft/non-structural alternatives will be considered, such as bioengineering and armoring approaches, natural and manufactured materials, or a combination that achieves shoreline stabilization and resilience. The measurable results of this project will include: - soil stabilization of 1600 LF of shoreline - full use of campground resources - landscape ready for reestablishment of coastal vegetation - minimal loss of resources at subsequent 25 year storm surge event
