Port Operations & Related Transportation Services (PORTS)
USTRANSCOM is seeking sources that possess the availability and capability to provide Port Operations & Related Transportation Services (PORTS) in connection with the import and export of Defense Transportation System (DTS) sponsored cargo across multiple Combatant Command (CCMD) Areas of Responsibility (AOR). Services will cover the full spectrum of stevedoring and related terminal services, including the handling of surface moving cargo, to include its receipt tough disposition, and processing of cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR) and Alternate Contracting Officer’s Representative (ACOR). The contractor may be required to perform services 24 hours per day, seven days per week, for the specified Period of Performance, to include all official holidays. A draft Performance Work Statement (PWS) is included (Attachment 3). The Department of Defense United States Transportation Command is seeking proposals for Stevedoring and Related Terminal Services (S&RTS) for Port Operations and Related Transportation Services (PORTS). The contractor will provide full-scale seaport operations and transportation support services, including stevedoring, longshoring, and material handling equipment across five geographic combatant commands. Key requirements include compliance with all applicable laws and regulations, security, safety, emergency response, and performance metrics. Proposals will be evaluated on corporate experience, continuity of operations plans, and small business subcontracting goals. The solicitation closes on December 4, 2023, with a pre-proposal conference scheduled for October 25, 2023.
There is no set-aside designation for this procurement. The incumbent contractors will complete their current terms while this new PORTS contract is established as the follow-on solution.
